Embassy console - no plasma burn procs

I have a couple Embassy consoles with -threat +plasma burn proc on non plasma weapons. I've had them since they were introduced. they used to proc often and would make the enemy ship burn red since I use antiproton cannons. I have not seen the proc happen in many many months on any of my characters who own them.

The special effect for the plasma burn was changed way back when. It no longer makes that huge green cloud that surrounds the whole ship, just little balls of green fire. The effect is mostly too small to see on ships other than your own, you'll have to look for the debuff icons on the target display.

Since Legacy of Romulus, plasma procs have a different appearance.

Instead of covering the ship in a haze of appropriately-hued plasma, plasma spews from one of several spots along the surface of the ship.

It's harder to see on your enemies, but I bet if you look closer, it's still there.
