no go, the hargh'peng isn't effected by torp doffs, additionally for torp doffs to really be effective you need more that 1 torp. they proc each time a torp fires and they effect all torps when they proc.
id say use energy wep doffs for beam overload. tact team wont do much for you
well, that doffs are the same of my starship, that's why i use 3 projectile weapons officers (but I didn't knew they don't affect Harg'peng).
I used Hargh'Peng due to their AoE impact that instant kills groups of shuttles.

Projectile doffs do indeed affect the hargh'peng. It just has a minimum cooldown of 10 sec.
If you have all 3 purple doffs you have a 48.8 percent chance that you will have it proc at least once per activation.
When I use my fighter I generally use a photon and a beam bank as the other fighters are usually dead before the torp reloads.
