Abilities panel losing setting when browsing in ship selector

If there is already a thread for this, I apologize....but I couldn't seem to find it. 
Whenever I go to the ship selector (doesn't matter which toon or which faction) when I exit it and return to my ship all the abilities in the panel are missing. If I had selected a new ship from my inventory, I would expect this, but this happens even if I don't select/ready a ship. The abilities granted by the boffs are easily restored by removing them from their assigned bridge station and putting them back, but none of the others are restored/kept.
Is there a way I can restore them? A file that keeps it that I could make a copy of before going to the ship selector?
Unfortunately I cannot upload a screen shot because when I do the print screen button, the UI gets removed from the image.
Any assistance/information would be greatly appreciated.
