What is the Arc Client?

I dont know what this means. PC Noob please help

I have been playing STO for the past four years just fine. I have a reasonably good computer that runs games on high quality except now for some reason STO crashes, the game tells me;
fatal error in /piggs/data.hogg: animation_library/skeletons/anim_objects/bao_powerup_spinfloat.sk
I find this particularly weird as last I checked, STO doesnt have skeletons? Are the files broken and should I re-install? I have this game through steam and as mentioned above, my PC is/should be fine. I saw on older posts here that I should delete the hogg files from the folders and redownload them during verification?
Any help here is appreciated
