Rearrange singularity tray tiles *OR* Why is the order not set?

So I recently started playing a neglected Romulan again. One of the first things I noticed is that the order of abilities in the singularity tray isn't what it used to be, and is not ordered the way my other Rom's tray is, the way it's pictured here: http://images-cdn.perfectworld.com/www/12/02/1202eecb712acbf264723f878d8bf6b51366914430.jpg
Instead, plasma shockwave is at the far right and quantum singularity is just to the left of it. The result is that when I go to hit the permanently ingrained panic button I know and love, I blast a shockwave and lose my core's shield/aux power bonus instead. It's a superb way to die.
Unfortunately, there doesn't seem to be a way to rearrange the tiles within this tray. If the order can't be changed, why is the arrangement not at least set to a standard order? Bug? Something I'm missing?
