Yes it is time again to bring up this fine looking ship again. It should be a heavy destroyer class with cmdr & lt tac + ltc engineer + lt science + universal ensign. Turn rate should be 13 and 35000 hull, 1.00 shields. 3 engineering 2 science and 4 tac for the retrofit version. 3-3-4 for the fleet version with 1.05 shields and 38.5K hulll.
Add in the Picard maneveour and it will sell for sure.

It is an old ship and was already outdated when Picard got command of his ship. It was relegated to transport duty during TNG and it is doubtful that there are any in service in the 25th Century. Although, since it is Picard's ship, then it should be available as a Tier 1 ship.

Major difference between the Constellation and the Excelsior. The Excelsior saw more fight in the Dominion War and a Excelsior refit was involved in an inconclusive fight against the Defiant. The fight was to hinder, then destroy the Defiant. It wouldn't have been sent if it was seriously outmatched. So the Excelsior has a better design than the Constellation.

I won't argue that Excelsior is a better ship. But we need more canon ships in this game. If we can have some of the weird lock box vessels ... there is no reason Cryptic can't decide to bring a retrofit version of constellation.

Make it an ensign level ship on par with the Oberth, Constitution or NX class; but make it so the Picard Maneuver console can follow you up to better ships.

No the Consellation was 1/2 the size of the Galaxy. And the Stargazer was winning due to some cheats ths to Worf and Wesley.

I agree that players should fly whatever they want, and Cryptic's explanation of recommissioning old starships because of the state of emergency in the Federation. But I could see players in a civilian faction flying old retired ships as merchant vessels.
It's almost to the point Cryptic might as well revise the ship system where you upgrade your perfered ship as you level up.

We already have the NX and TOS connie in the game, is it that hard to believe that thay would use an even newer design? But anyways, I am of the same opinion as the above. We should be able to fly whatever we want. I mean, just look at the Lobi store... :S

The ship was designed to replace the Constitution in all it's functions and was mainly employed for patrol and deep space science (recon) duty. So it would be, in-game, at best a small Ambassador. Though it would most likely be perfect as a skin for the Cheyenne which is it's 24th century upgrade.
It's dimension fit, it's just about the size of a Miranda, maybe a bit larger (Someone compared it to the Galaxy? Lol). If it would be a new ship however, it wouldn't be surprising if it would actually be better than the Cheyenne or a lot of other ships. In a game where the Excelsior rules all Cruisers of the 24th and 25th cenutry... XD

I know it has to do with CBS Studios intervening, which while I disagree with them -- it's not my place to tell them what they can or can't do with their own property. In the same way it's noone else's business to tell me what color to paint my house, and if my house isn't painted a certain color then that means I hate my house.
I think the flavor text for the NX-01 in the C-store is something that should be taken into account when it comes to refitting these ships for T5. The Starfleet Corps. of Engineers are always looking for a challenge and it's entirely plausible they'd refit such underpowered, and undergunned obsolete ships simply because they can. As a monument to how far technology has advanced and to honor and respect the ships of the past.
In the case of making them ready for T5 duty, I think it'd be better to simply offer an 'upgraded' design (like the Exeter in the Connie's case) with the 'original' skins as an option.
Again, this is a dead horse that's barely recognizable as an equine lifeform -- but when it comes to the Constellation I still hold the same position. I know the Stargazer-class was built to honor Picard's ship, so I think a T5 Constellation should be similarly built around the Fleet Heavy Cruiser.

I agree People can do end-game ground content with TOS phasers and uniforms, why not in "old" ships? STO lost it's "credibility" long ago

Well remember the Utopia is just a new ship that just happens to be an exact replica as the NX and not an actual NX. And that's the same argument the T5 Constitution guys have been arguing. Then that opens a new can of worms for the Tier 5 Miranda and Consitution players, that would want them into Tier 5.
Then Cryptic would have to go back and redo a ton of things to make these older ships not be as good as the new ships.

It was designed as a theme park in the first place. Can't make money if you don't offer every single little bit ever shown on-screen to get people hooked up.
If Cryptic would have set a fixed time period (TOS MMO? Awesome. TMP/WoK MMO? Relive the actual Fed-Kling war? Neat. TNG MMO? Explore strange new worlds? I'm in. 25th century AGT MMO? Off to new shores, could be exciting. STO. Chaotic theme park that tries to please everyone and ends up pleasing no one...) we could have a way more original and thought out gaming experience as many "continuity" and balancing problems wouldn't occur, plus the visuals would be a lot less chaotic. But that was never an option due to snowflake-ism

STO was conceived as an MMO under Zink. However, once Dstahl took over it became clear that STO would never succeed if the course was set on Star Trek Generic MMO Online(tm). It was Dstahl who more or less cemented the fact that at the beginning there was little "Star Trek" in Star Trek Online. Certainly not as much as there is now.
The Stahl Doctrine more or less states that STO is supposed to appeal to every Star Trek fan. This doesn't mean excluding some in favor of the other (keeping in mind this is the 2409-era, which was the charter time period given by CBS). But there is supposed to be a little bit of everything for everyone. Whether it be the campy TOS era or the poorly written Enterprise era.
STO isn't supposed to be the best MMO ever. It's supposed to be the best Star Trek game ever. While some might say it falls short of that, I'll say that that is what it strives for. Because since the Stahl Doctrine we've seen far more Star Trek in this MMO than at launch. We've seen far more everything since launch.
That means that seems to be a Star Trek themepark. And honestly, I don't see anything bad about that. I may not like certain aspects of Star Trek, but there are those who do. And as said before, this is Star Trek Online. Not Voyager Online, WoK Online, or what have you. It's a broad stroke to combine every element of Star Trek in one package.
you can have your picard maneuver, il just have two tractor beams ready to target and engaged on the shadow and real one, then i will alter the tractor beam frequency to force your ship to miss 50% of it's phaser fire and then i will order that old space junk the death it deserves, to be carved in 60,000 pieces by phasers.

Most likely, I'm expecting her to be a Tier 2 Science Cruiser, similar to the Ambassador. Where it will be:
Ensign Tactical
LT Engineering
Ensign Engineering
LT Science
With console layout of 1 Tac 2 Eng 2 Sci.
