Fleet Special Projects not Rewarding

If any higher up could take a look at this for me I would really appreciate it.
In my fleet, Night's Eye, we completed the Special Project "Room with a View" a long time ago. It was supposed to remove the blast shudders and for a time it did. Then before LoR hit a patch came through and the shudders came back for some reason even though the project was clearly done and has never shown up during the replays.
We also just finished the special project "Let in the light" (I think that was the name) for the Dilithium mine that is supposed to open up the windows... And nothing has changed.

Don't know about the starbase project... but on the Mine.. the windows that open are on the second floor... if you haven't completed the mine (T3), you can't get up there to enjoy the view.

Ah, that is relevant as we have not completed that part yet.
