c-store Universal Consoles - Switch this up a bit.

Hey Cryptic,
We have "c-store" ships with consoles. "Back in the day" some of those abilities were built directly into the ships, and some ships (Adv. Heavy Cruiser Retrofit) even had their innate power put back into the ship.
Can't you take those "console powers" and make them "account-wide" powers that are limited by faction and then appropriate ship type instead so that console slots don't need to be used up to have amusing abilities?

Proposals for using in-game features to improve: (1) the "Phaser Lance" (and other underrepresented/missing "big guns"); && (2) separation systems on all ships that have them; && (3) training boffs in captain only powers by using boffs as pack-mules; OR to add functionality like: (4) "Away Teams Of Space Ships";

Putting aside the fact that this is secretly a "make my cloak console an ability" thread YET AGAIN, I'll bite.
Your use of the term "amusing" just goes to show why they don't need to be made built-in. Most gimmick consoles barring a precious few simply aren't worth the time outside of random, non-elite missions and such, so there's no reason to even have them.
Those that are worthwhile (like Plasmonic Leech) are thusly valuable enough that the choice of either slotting a regular console or having access to the ability becomes a genuine build decision.
Besides, limiting powers "by faction and ship type" reduces a lot of flexibility available from universal ship consoles, which can be slotted anywhere, on almost any ship, with only a handful of exceptions like the Warbird consoles, Metreon gas, etc.
Furthermore, your power tray would start to grow longer and longer and longer as you gained access to more and more abilities you can't even put in the hotbar unless you're in "appropriate ship type". It'd quickly become an eyesore for the players who've bought a lot of gimmick ships.
