Beam security detail-spheres of influence

Not really a bug but you can beam down security to deal with the last 2 guardians I think its funny that your ship has no idea where you are in the galaxy but can beam down redshirts.

    Think that's funny? Wonder what the rationale is for still being able to use "Orbital Strike" on engineers?
