Ok, I know it's a science ship but it's still a cruiser. The Nebula class. The ship would have benefited from at the very least Command - Strategic Maneuvering, and/or Command - Weapon System Efficiency.
Yes we know it's got the subsystem commands because it is after all a science ship, but it's also a very cruiser ship that shouldn't have been overlooked. Hopefully this will get passed along to the team and they'll at least think about it?

Certainly, the two of them walk a close line, but for gameplay reasons I think it's better that they're classified as science ships. They'll get their secondary deflectors one of these days.

Subsystem targeting as implemented is basically useless and not a good excuse to take anything away from science vessels. Sensor analysis is a bit better, but it's really missing that science vibe.

Following that logic every escort except the Defiant (Escort) and Steamrunner (Heavy Frigate) should get the commands too. Since they're all cruisers.
I kinda think Cryptic needs to address the NPC Nebulas at some point. Preferably after they fix the Season 7 Accolade bug.

With the availability of Placate procs, I'd argue that the Subsystem Targeting is far superior to Sensor Analysis. The upcoming CrtH consoles are unlikely to make Sensor Analysis any more effective. Similarly, I'm not sure a single fighter-only hangar bay is worth missing out on the two Cruiser Commands beyond the "Shields Up!" and "Kick Me" auras. Then there's the Bortasqu'... if anything deserves a "Kick Me" aura it's that thing :P
A new mechanic for Science Vessels would be nice, too. My guess is that it will end up as something halfway between Singularity Powers and Subsystem Targeting, and replace the latter. I always found it odd that Subsystem Targeting wasn't more of a Tactical thing. Maybe an advanced Deflector, that grants tier 1/rank 1 Science abilities like Jam Sensors, Polarize Hull, Tachyon Beam, and Tractor Beam. Of course, since you can't rank them up they wouldn't be nearly as effective as the true boff abilities, but more... "science-y?"... than Subsystem Targeting. Which is trained as a Tactical boff ability. Not Science.
Well I like the Galaxy ... and I like the Nebula too. But the ship has terrible stats, terrible BOFF slots and overall poor performance. It is very much the "Worst of Both Worlds".
Adding a secondary comm array or cruiser commands will do exactly bubkes.
