Voth Defector??

So I happened to be over at ESD and was over by the Admiral's Office when i noticed something. There was a Voth standing there, all armored up. Pointing my mouse over to it it was identified as "Voth Defector", but I could not interact with him in any way.

Now I don't have a max toon yet, so I don't know if he is possibly related to the new content and is interactible once you are max level, So I am wondering some things. One is this the case that he introduces the season 8 content and I am just not the level? or does he have some other purpose? has anybody else interacted with him?

    Hes the contact to get to the ground pve battle zone. He should get dialogues and stuff later. You have to be max level to participate.
