1) Unknown, though I guess in the next 3 weeks or so. If not, definitely by S8 launch.
2) The Odyssey is considered a star cruiser, despite the variants of it. It'll more than likely get all 4 commands.
3) The Chel'Grett Warship is comparable to a battle cruiser, but is really more of a beefy Escort.

The Odyssey is a Star Cruiser. The Federation don't have any playable Dreadnoughts.

I would have said Cruiser. The Chel'Grett has a 4/4 weapons capability for starters. Ships tend to come under Escorts (4/3, 5/3 or 5/2) and Science Ships with their 3/3. Cruisers get the 4/4, thus the reason I'm implied to think the Chel Grett is a Cruiser and would make use of these new commands.

To add some clarification on the Chel'Gret. I own it and it is classified as a "War Ship" on my KDF character. That is the same thing they classify the Negh'Var and its ilk as. That is why I am wondering because that seems to me to indicate that indeed it will be using these commands but being an odd craft not subject to faction-style rules and play I have no idea what the official stance on it is which is why I asked.
As soon as I have this list compiled and finalized I will share it with you all. I know how important that is and want to provide you all with that information. I can tell you this right now though: The Assault Cruiser is a consider a cruiser (will get all commands) and the Chel' Grett is considered a destroyer, so it will not get cruiser commands.

Just to answer when every other Cruiser will get the awesome Advanced Com Arrays, it'll be after Season 8 launches. They are ramping up trying to get the season ready for us and likely is what has caused the delay of Season 8. Retrofitting all these Advanced Com Arrays for every type of Cruiser for Feddies and Klingies.

As far as I am able to understand, the only ships (of alien origin) that we are able to acquire from a lock box / lobi store that are cruisers and would feature these new commands are the Galor, D'Kora, Adapted Battlecruiser and Monbosh Battleship.
The official list has not yet been released. To sort out some of the lockbox ships we must define the term "battlecruiser" in this game. If we assume it is a tactical leaning cruiser with the ability to equip DHCs (includes all KDF cruisers), then we assume that the following get Battlecruiser (all but threat) commands:
Monbosh
D'Kora
Adapted BC
If we add in the cloak requirement then only the Adapted BC remains, and we assume the other two belong in the "standard cruiser" category with all 4 commands, which incidentally is where the Galor belongs.
One thing for certain is that any T5 ship without a Commander Engineer (bar the TSABC's Cmdr Uni) will never be considered a Cruiser, which rules out Jem Dreadnought, Chel Grett, Vetships, Atrox etc.
