Unless I totally misread it (which is totally possible), I thought the avenger thing was a torpedo that shot beams and other torpedoes out of it, but yeah, a lot of consoles should be science powers.

I might be reading it wrong, but that sounds like the -ShieldRes occur only when the "armaments" reach their target and detonate; the -ShieldRes doesn't occur when the tachyon beams are firing. It sounds like they took tachyon mines and made them into torps that also shot regular tachyon beams at targets.
(Also, the wording is "a" nearby target; given how spam-filled matches are today, it might just hit a pet with its tachyon beam instead of a player.)
another question is if the vata can be equiped on other ships. however, reading about the cruiser commands and corresponding vata mode, it will be probably bound to the avenger, or maybe other cruisers. If it can be equiped on other ships, like science vessels, it would have only the default (micro quantum torps) since they lack cruiser commands. So no use of flowcaps --> yes sci nerf
Except with how easy it is to break the tachyon beams lock.
Otherwise a fine idea.
It would have to not be a super easy spam every 45s for 15s of debuff or something stupid.
At least ramping up yes it would be possible to save yourself... and not every escort in the game would be running Tachyon beam 1s.
The tier 4 placate is the major bane of the skill though thats for sure... I would be all over them removing that stupid tier 4. it serves no purpose in pve and in pvp its pretty much game breaking.

Have 256 FlwCs and you'll be stripping shields like a tentacle monster. That is the advantage science vessels have over the little VATA torp.

Still I would very much like to see tach beam changed to effect shield resistance.
I would love a -resist that increases over the duration... then people can't complain break the beam and your ok.
Something like 2% at start up to -15 over the duration... and the different levels of the beam could ramp up the -resist faster.
