It is not. Completely different ship, and a fraction of the size (both Branflakes's Twitter and the relative deck spacing indicate an Excelsior-sized craft).
I'm not too much sold on the 5/3 layout. I know why they did it, but I think theres a better way to make a cruiser more battle worthy than that. I am real curious about what her weaknesses will be.

Slightly reduced hull according to Redshirt. Maybe shields as well if they realize that it has better hull than the equivalent KDF Battle Cruiser and more shields than any other Cruiser except the Galor...
As posted in Tribble, it has no weaknesses compared to existing Tac-heavy Cruisers. Its stats will be tweaked, but until then, who knows? Right now it's better than the D'Kora (except for the Battle Module 3000) and the Regent (a marginal loss of hull is nothing compared to the much higher shield modifier), making it basically the best cruiser in the game.
Ships tend to come out on Thursdays, after the normal weekly patch. So I'm guessing this Thursday or the next.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
I think the design is pretty good. I think that STO still has yet to nail the actual twin neck design though, and that's an eyesoar cuz I model ST ships and am over opinionated and such.
wee... 5 weapon forward cruiser.... so does it mount dual cannons? Because if not: YAY for another useless sitting duck dual beam cruiser getting its TRIBBLE mauled.....
If it has dual Cannons: yay for another Galaxy X whale!
Oh i know: tis be designated the crappy cannon/turret build copied over from the excellent excelsior.
Honestly: whats the point of 5 forward mounts on a ship that slow.
You should have given it HEAVY BEAM ARRAYS instead, o we can buy it, take the arrays and put em on ships that do not look like a brick...
How does everyone think this ship is strong? The design makes me wanna fly it into the next star, the hull is weak and it totally depends on the forward weapons instead of a 6 Phaser beam broadside attack with additional 1 Torpedo forward and aft. This ship sacrifices DPS to 3 sides just in favour of frontal attacks and to make proper use of cannons i have to sacrifice console slots for RCS. Excelsior looks better to me compared to this brick build .
Boff layout is amazing.
First to get cruiser commands
I think it'll better serve as a ba broadsider than a cannon head on figher
To be perfectly honest, this is a ship for escort pilots to transition to cruisers or cruiser pilots to transition to escorts. It is a happy middle ground with a touch more emphasis on cruisers than escorts

The only area where it loses damage compared to existing cruisers is in the back 110 degree arc where forward arrays can't reach. Everywhere else, it can bring as many or more weapons to bear. With a higher rate of turn than any other T5 Federation Cruiser, it can handle that "limitation" easily. If turn rate is preventing you from using cannons on the ship, Fleet +Turn Neutronium and the maneuverability mode can mitigate that.
But, if you're just going to use it as a broadsider, then the Fleet Assault Cruiser is plenty agile for that and has effectively the same loadout as the Fleet Battle Cruiser, but with more hull, so beam spam fans that already have it won't have much of a reason to switch once the Cruiser Commands get retrofitted to existing ships.
Just to be sure: If my Tactical buys it the engineer also gets access to it? That could make it useful for me.
As is always the case, if you buy the C-Store version then every Federation character on your account can use it. The Fleet version is a per-character purchase.

yay nothing new here >.<..... complainng wow never ends
I will be getting one of these ships, and comparing it to all the other cruisers I have. I like the look and the hull. Its hull is on the lower end of the spectrum compared to other cruisers and only one science slot. We will see.
Fleet Admiral of the U.S.S. ATTILA KHAN-CDA (NX-921911).

yes well, there is much reason to complain here.
The Boff seating is basically a fckn copy of the excelsior, and from the romulan warbird debacle we have learned that dual cannon on a tugboat serve no purpose - and that is with romulans getting massive turnrate buffs...
So, you see you are about to buy a Galaxy x v2. With the same problems. And even more unsightly. ^^

Its seating is basically a copy of the Regent, and Klingon battlecruisers do just fine with 9-10 base turn.

Those are not the most up-to-date stats.

Yes. All C-Store ship purchases are account-wide unlocks.
Fleet store ship purchases are not, but the discount to the ship from owning the C-Store counterpart does apply account-wide.
