Deep Space 9 bundle unclaimable

Hey guys. I made a new character (Federation) the other day and have been unable to claim the DS9 bundle. I'm sure I normally do it when I claim the legacy unlocks when I first start a new character, but haven't been able to here. Does anyone know if there is a minimum level restriction on it or some other reason as to why I have been unable to claim it?

    Level 10 I think because of the Duty Officers

    I thought they just sat waiting for doff system to be unlocked like others seem to. Thanks though. :D
