First off what are you system spec's ? Without this info it is Really hard to actually pinpoint your problem.
Right, umm first off let me say my pc is outdated but I had no problems running sto before the update to LOR, never had fps drop or anything like this before, ok so my specs .
System:
Windows XP 64bit <<< Amazing right? Someone still using XP
Service Pack 2 (there is no SP3 For 64bit )

Computer:
Intel Core 2 Quad
Q8400 @ 2.66GHz
4.00 GB of RAM

Video:
NVIDIA GeForce 9800 GT
1 GB RAM on video Card

I also run STO on the Recommended setting for the longest time, and had no fps drop in the past, why should i have to downgrade to the lowest setting (which doesnt really fix it tho, still get low fps that way) just to play a game that ran fine in the past?
Ok most of that PC is like you said Pretty outdated, with that said, I'd seriouslly either look into upgrading the video card or a new system all together, if that PC already has a 550Watt+ power supply then I'd just pop in a new video card.
If your willing an able that would be a good upgrade from your current .
