I read many posts with people saying Romulans are overpowered with their ships having superior stats with a battle cloak, sig abilities and having Boff's that can out Crit Damage their Fed and KDF player counterparts which, some parts i agree with, particularly the Romulan Republic Tac, Eng and Sci Boff's that can use 2 space traits which can stack crit, crit sev, buff dmg while coming out of cloak, increase stealth, etc. while the closest thing the KDF and Feds have are Embassy Rom Boff's which is not as good as the Romulan Republic Boff's due to them having only 1 space trait each while the Superior Operative Trait is only on certain Tac boff's and cost too much fleet points and dilithium while RR boff's can be bought off the exchange or get for free.
But for me instead of calling out ''nerf'' the Romulan faction, i will call out Cryptic to update the KDF and Fed factions with a changed Standard Cloak and a new generation indigenous faction Boff's with unique space traits to compete with the Rom Boff's for starters
Even though the Standard Cloak on KDF Battle Cruisers, Raptors, Defiant Retrofit and Galaxy-X have a recharge time of 20 sec, it cannot recloak when under combat unlike their Romulan Warbird counterparts which have very good passive ship stats with a Battle Cloak with the same recloak time but can be used under combat and also have Boff that can cut down the recloaking time down to 10 sec so they can alpha strike, kill then recloak very quikly under that time.
So i suggest to Cryptic to consider to change the Standard Cloak with atleast 40 sec recloak time but can cloak under combat, even though it will work similar to the Rom Warbirds and KDF BoP's Battle Cloak, the difference will be a 20 sec increase recloak time of my proposed change to the Standard Cloak compare Battle Cloak and should give KDF Battle Cruisers, Raptors, Fed Defiant/Galaxy-X a chance to atleast compete against the Superior Romulan Warbirds assuming they can survive an extra 20 secs to recloak, but it's better than having no chance to recloak when a whole mob of Rommie ships decloaking jumping on u destroying ur ship seconds afterwards (unless u flee away).
Lucky for me i fly a B'rel Retro (now Fleet B'rel) for years, so this won't effect me much (even though the Fleet T'varo/Dhelan are clearly superior ships now in the same class in offense), but i would atleast like to see KDF and Fed ships to fight against very good Rom players ships on equal terms which nowadayz is somewhat becoming rare.

give the defiant (aswell as fleet version) and the gal x a build in cloack, so it doesnt longer take a slot to use the console.
i know that they did pay long long long ago for it by giving them an extra slot, but considering that 10 slots is normal now, and that it is so long ago, and that the game changed to what it is now, aswell as the romulans, i dont think its a weird or game breaking reqeust, this aswell does make the embassy boffs morew orth for a fed.

IDK, I switch targets a lot in pvp so SA is almost useless to me. I vote diminishing returns or a tone down on the romulan boffs ( like you've been saying in other threads) and a better boost to science ships cloak detecting, or both really. I haven't been running arena much lately, but in CnH and kerrat, my MVAE has been doing just fine with just CPB and paying attention to cloaking ships. So, I think it just comes down to the crazy damage. Cloaking is more of a PvP thing anyways..in PvE people just use the cloak to get a decloaking alpha on a boss or just cloak to get away from a gate or agro. All we need to do is balance the boffs.

Something that needs to be considered in regard to the Romulan Cloaks is how they are affected by Singularity Charge. They can take up to a -400 Stealth debuff...it's -400 Stealth @ 100 Singularity Charge or 5 pips (whichever way you prefer to look at it).
So yes, they can cloak faster and they're all Battle Cloaks instead of Standard Cloaks. for some raptors i would agree, but what i did try to say is that not every ship deserves a tactical slot extra, i do think that adding a tactical console slot is something that needs to be seen for each ship, in my opinion tactical slots are more important/make more difference in gameplay...so not to make the kdf the new romulan faction, if you understand what i mean
This a just sillyness... install some anti cloak skills on your ships... instead of trying to bend the new meta of the game to your old builds.

the cloack does enhance the dps a bit,aswell as the turnrate of most ships, but its the boff stacking that make's it so overpowered.
take 4 superior operative's,and 1 superior infiltraitor as example, the cloack is only a part of the attack seqeunce, its the long boost of high critical chance and increased dps/turn rate that does make it overpowered, giving other ships that are longer in game, and so build to the game mechanics in those days a disadvantage. if the galx and defiant and gets a cloack they have a slightly higher chance of surviving/defending against a decloacking boff trait stacking alpha strike of a romulan captain.
again, the cloack is only a part, its all the powers and abbility's that come's with it that does make some ships weaker then they are supposed to be,or where before the romulans.
its not about old builds.the problem is that both the kdf and the federation dont have the items and means to create a new build that can hold its ground compared to most romulan builds...and a few cloack detection skills are not gonna help then.
In order to activate that reman extended dmg boost... ships need to cloak every 15s. Myself I am quite happy for people to be cloaking around me every 15s... they won't survive long trying that.
This really is a learn to deal with it issue. When I play my roms... around good players I give up my nice cloaking dmg bonus for the most part. Cloaking around them is suicide... cloaking every 15s to boost your dmg is only effective vs noobs.
I kill a ton of roms in my rom ships... because frankly its not an easy playstyle... sure its easy to roll a rom and beat up on pugs... but to do it well takes a good amount of skill. Its easy to make average players flying roms pay pretty hard in respawn timers.

But that issue existed before LoR, as far as KDF not having a 5tac. One of the reasons some folks had asked for a Fleet Guramba. 5tac it, take the base hull to 34650, shield mod to 1.0, and give it a "pretty" Fleet skin. Tada, eh? Folks have asked for other KDF ships not in the game as well, which could provide an additional 5tac Raptor/Destroyer to bring them more in line with the Feds.
In a similar fashion, mind you - some Feds have asked for a 5tac Fleet Gal-X...which would bring them in line with the Tac Bort and the new Scim. Course, there was talk of the Fleet Gal-X also getting a hangar...which would just put the Bort behind both to a degree. But c'mon, even with the recent changes for the KDF...they're still lacking behind. Cryptic took care of trying to get more folks to go KDF...short term...they need to look at more changes for those folks that look down the road. Perhaps they wanted to see how many folks rolled new KDF first...but they have know that folks are going to look at what's available at endgame - you blink - you're at endgame.

its not the cloaking thats the problem, its the decloaking. sure someone getting away as you fire on them is annoying, and if you dont like that there are measures that you can take. the amount of damage they can cause on a decloak is huge though, thats why i suggest no cloak, you get SA, so non cloakers arent so far behind damage wise

Lol, my guy's still gearing up - he's still sporting blue Mk XI torps and is running 2pc Breen with Aegis engines. If you had run into him, you probably wouldn't have remembered - though, the Rom boom might have stood out more than a pet blowing up...but it wouldn't have been any more memorable than a pet popping...heh.

It's not going to work on anybody decent in the least, but it's a trip against the average PUG or NPCs (minus the SNB).

That's a nice idea, but then what would science vessels get in return? SA is supposed to help them make up for their lack of weapon slots. Though I wouldn't want to see an Andorian Escort with a stack of 10, that would be 33% all damage...which they don't need at all.

Give all non cloak ships SA.... ya ok... its only good till you get jammed or loose target for what ever reason... still it would be nice boost for none cloaks for STF DPS races.

Assuming they add SA to all non-cloaking ships..where does that put the defiant or Gal-X..they're cloakers and non-cloakers depending on if you take the console....I see this getting weird very fast. I know my ha'nom can gain SA stacks while cloaked...that could possibly be a crazy alpha on the fleet defiant.
Edit: i know you mean battlecloak, but in my defiant all i have to do is burn a deuterium can and engine battery and cloak when out of range, then swing back again for another try.

Even though I usually play a Romulan, I actually favor the following nerf: no Space boff traits stack, regardless of faction. Then everyone stacking boff traits gets to reconsider their setup, not just the Romulans. Yes, Romulans would take the brunt of it, but so too would folks stacking Efficient, Leadership, etc. Of course, didn't they already accidentally do that to Leadership? I vote for making the non-stacking intentional, and using it as a balancing tool.

This. A good player will kill you in no time if they catch you cloaking. If you are the guy that always cloaks the moment your shields get low, for example, you are also predictable. Not good against real people that think and respond far better than PvE content.

I actually think the biggest issue is the stacking effects, rather than the decloaking bonus itself. The stacking boff traits are what end up spiking the bonus so high; likewise the criticals. Limit all Space boff traits to a single stack, and you'd see less in the way of massive decloak spike as a result.
Sensor Analysis on everything that doesn't cloak... just seems like a penalty to Science Ships. It might help in PvE, or for two non-cloaking ships slugging it out, but it really wouldn't have a big impact against or defending from a decloak alpha strike.

As a side note... Jam Sensors = Placate, yes? So if your sensors are jammed, how are you maintaining an active Sensor Analysis?

Telepathic BOFFs that boost Stealth Detection/Perception...
Now this I really support, given that the Limited Telepathy trait actually has nicer modifiers than the full Telepathic trait. If the full Telepathic trait also boosted Space perception it would actually make more sense. Of course I do not refer to the Starship Sensors skill, but rather a direct buff to Detection/Perception akin to the Infiltrator +Stealth bonus. This would really help teams that bothered to bring someone along to actually detect a cloaked ship. More than anything I like this idea as it provides a response to, rather than a duplicate of, the tactics used by enemies of the Federation.
In any case, my thought isn't that the individual elements of various boffs are bad, from Leadership passive healing/subsystem repair to Romulan/Reman cloak bonuses. It is that the bonuses from stacking imbalance them beyond the point where they can be readily balanced against each other.

If your thinking like a pvper why on earth would you not be the guy in cloak to begin with then ?
Even though I usually play a Romulan, I actually favor the following nerf: no Space boff traits stack, regardless of faction. Then everyone stacking boff traits gets to reconsider their setup, not just the Romulans. Yes, Romulans would take the brunt of it, but so too would folks stacking Efficient, Leadership, etc. Of course, didn't they already accidentally do that to Leadership? I vote for making the non-stacking intentional, and using it as a balancing tool.
This. A good player will kill you in no time if they catch you cloaking. If you are the guy that always cloaks the moment your shields get low, for example, you are also predictable. Not good against real people that think and respond far better than PvE content.
I actually think the biggest issue is the stacking effects, rather than the decloaking bonus itself. The stacking boff traits are what end up spiking the bonus so high; likewise the criticals. Limit all Space boff traits to a single stack, and you'd see less in the way of massive decloak spike as a result.
Sensor Analysis on everything that doesn't cloak... just seems like a penalty to Science Ships. It might help in PvE, or for two non-cloaking ships slugging it out, but it really wouldn't have a big impact against or defending from a decloak alpha strike.
As a side note... Jam Sensors = Placate, yes? So if your sensors are jammed, how are you maintaining an active Sensor Analysis?
Now this I really support, given that the Limited Telepathy trait actually has nicer modifiers than the full Telepathic trait. If the full Telepathic trait also boosted Space perception it would actually make more sense. Of course I do not refer to the Starship Sensors skill, but rather a direct buff to Detection/Perception akin to the Infiltrator +Stealth bonus. This would really help teams that bothered to bring someone along to actually detect a cloaked ship. More than anything I like this idea as it provides a response to, rather than a duplicate of, the tactics used by enemies of the Federation.
In any case, my thought isn't that the individual elements of various boffs are bad, from Leadership passive healing/subsystem repair to Romulan/Reman cloak bonuses. It is that the bonuses from stacking imbalance them beyond the point where they can be readily balanced against each other.
