There is no referral system any longer. The game is FTP so there's no money for Cryptic to make by you referring someone into buying the box set or subscribing for 1 month. Anyone can just download and play without spending any money.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

Not sure I agree with this. Most "free to play" games with microtransaction stores make way more than $15/month for plenty of the playerbase. Plus people STILL subscribe, so I think there are plenty of reasons to bring it back.

If you follow FTP games in the industry you see that generally less then 10% of the players buy anything for the game. The other 90% all play for free. On top of that the vast, vast, vast majority of C-Store items are fluff to the vast majority of players - they're not must-haves. They're cool but unnecessary for play. And on top of that everyone has access to earning them simply by grinding through the game - which makes referral bonuses unnecessary.
If someone can play for free, doesn't need C-Store items to play, and can get those C-Store items just by playing there's not much benefit for Cryptic to giving out referral bonuses as well.

It has been sometime since they took it down so I wouldnt be too hopeful it'll be up soon.
