Can't Upgrade Fleet Engineering Tier

Hello,

So, I have a very small fleet, and we recently reached 10,520 Engineering XP. However upon completion of the most recent 20hr mission that rewarded us the 1000 XP to meet the upgrade criteria, there is no "Upgrade Engineering" (despite it telling me on the progression tree "Upgrade Available") project anywhere in the normal slotting, or in the "Starbase Special Projects" area, and we are no longer able to slot any engineering projects besides "Construct Industrial Fabricator" in the "Starbase Special Projects" section. How can this project be available if we haven't, and are unable to, upgrade engineering to Tier 1?

All my characters, have all the permissions to post, manage, and donate to fleet projects. (I have demoted, and re-promoted characters within the fleet, and other fleet members are seeing the same issue I am seeing.

My fleets name is "Independent Gaming" in case you wanted to look it up on the Gateway.

I was wondering if anyone else has come across this issue, or know what to do about it. The Support ticket responses take more than two weeks to get an automated reply.

Im pretty sure that industrial fabricator is the T1 upgrade, do it and it will be T1

Maybe i'm wrong, but ... I dont think I am lol
