First off, I'm sorry if something similar has already been proposed as I'm still relatively new. And also apologies in advance if this post is a little verbose.
A few years ago I played a great little MMO called Astonia, I don't know if any here will know it? It was never mainstream, and I guess at it's peak had only a few thousand players.
Anyway, they had a great clan system, and I was wondering if something similar could be applied to fleets in sto.
The basic premise is that fleets are not 'free'. And by that, I don't mean anything that can be bought with gpl or ec, but something that has to be fought for. In Astonia they were called clan jewels, for the sake of argument, we can call them fleet jewels.
The cost of running a fleet is say maybe 5 jewels a week (number comes from the top of my head, it can be tweaked) if these aren't available in the bank then the fleet is disbanded.
The jewels themselves spawn say once every 36 hours, in maybe a ground based pvp arena. The winner of which gains the jewel, who then can deposit it in their fleet bank, or sell it for ec on the exchange (unless they should be made fleet bound?).
That's the basic premise, it's a very rough idea but maybe it would be worth working out? I think it would make for some great competition between fleets (although a lot of the smaller ones would be sadly wiped out).
In astonia these clan jewel spawners were set at different level, for example one max level 5, one 15, 30 and so on. If we had something similar here it would make alts really worth while, get one to level 30 and camp it there for that spawn.
Personally I don't think this is a good idea. Not everyone pvp's (I wish more pvpers would realize this). Not to seem snarky, but the idea of disbanding fleets, that people have put a lot of time, effort and resources into, just because they don't do something in game that is completely optional, well, is kind of ridiculous. It would be like saying anyone who doesn't participate in the winter/summer events or all the reputation systems to collect a certain number of things in a certain amount of time gets their characters wiped.
Now if they wanted to do some kind of fleet pvp with rewards/penalties, fine. But don't make it mandatory for all fleets, and don't disband fleets who don't want to participate.

I agree. While it is an interesting mechanic, I don't think it will work in STO. We have put way too much time and effort into these fleets to have them disbanded because we had a slow week and didn't get enough data modules.
As mentioned, not everyone PVPs, and they have some very valid reasons for doing so. While new and more streamlined rewards are needed, as well as balance between the classes and other systems while keeping in line with the power creep, I think this would be best done in the form of a PVP reputation, better queue systems to differentiate the noobs from the 'leets, and possibly a Fleet PVP map system where you have to defend your Starbase form an enemy fleet. You get X reward for participation, and X times 1.5 plus a medal for winning. You would also get scaled up rewards for attacking a starbase, as offensive would be much more dangerous than defensive.

No. My fleet of over 100 individuals has 1 full on PVPer. PVP is not even 1 percent of what the people in our Fleet play. I have PVPed in lots of games and tried it in this one. It was ok but in this game it just doesn't work in a way I enjoy, so I don't do it. I don't want to lose my fleet over something I don't enjoy doing.
