It's almost as if the galaxy were designed by a bunch of game devs who were given enough money to create a new faction, but not enough money to create a complete mission line for said faction, or to revamp the PvP system to accommodate same. That they weren't given enough money to hire writers capable of narrating this situation in a manner approaching plausibility goes without saying.

The Romulans have probably the most complete story arc of the three IMO, and they all both sides. The Republic is neutral in the war. You obviously never played a romulan.
According to the story the captains that choose a side are like exchange students and not every republic captain joins a side. I would suggest paying attention to whats going on at the end of Khitomer and when given the choice.
