Cannot claim reward tribbles on Reman character

I cannot claim the S7 and LoR tribbles on my Reman character. It says when you mouse over either rewards, "Your character is restricted from receiving this item."

    Are you level 10 and have chosen an allegiance yet?

    If you look at the image I linked, it shows that my character is level 14. It's allied with the KDF.

    Yeah I have the same problem with my Romulan and Reman. Can't claim previous test rewards...

    Tried again at level 24 and I can claim them now. It's weird because my level 11 Liberated Romulan was able to claim it. Maybe it's an account thing.

    Is your Liberated Romulan a Federation ally? I just tried it out and found I couldn't claim the SEason 7 or LoR Reward tribbles on my level 15 Orion. Probably another thing they forgot to change the minimum level on for KDF.
