You're going to have to bare with me here; I've got (what I think) is a nice way to both combine and individualize the fleet system, but I'm not sure that putting it into words is going to be quite so easy. This proposal would sort out the Republic Fleet System too, if implemented correctly.
What I'd first propose is a general combination, as in, to combine the fleets. To further extend on that, I propose that we don't have a FED Fleet and a KDF Fleet, but we just have A Fleet, alongside three unique Starbases/Embassy's/Dilithium Mines ~ their uniqueness stays in tact.
We've already got two Starbases in ETA Erandi, we'd require a third (Romulan) one in Tau Dewa. From here, we'd simply join a fleet (which is a more general one) though depending on our faction would depend upon which Starbase we can interact with.
I'm taking the Ferasan Shadow Force as an example (I've a Ferasan in there); I'm also going to theorize that (if such this proposal went forward) Caitians could join. Either way, you've got a Fleet full of Ferasans and Caitians; both are in the same fleet, yet Caitian players would only be able to interact with, and dock with the Federation Starbase, whereas Ferasan players would only be able to interact with the Klingon Starbase.
There are the same number of special projects per faction per starbase, thus once complete, you get the cosmetics for each. Everything else would unlock as it already does, though obviously if you're playing a Romulan you'd dock with the Starbase in Tau Dewa and get exclusive Romulan items, if you were a Klingon, you'd get exclusive Klingon items.
I'd propose also that Romulans be given Elite Plasma Weapons (as the Federation have Phaser and the Klingon Disruptor). But yeah, that's the general layout of it all. I hope it's understandable and people can see what I'm trying to get at / where I'm trying to go.
I'm sure there's some things that I've not taken into consideration somewhere, but this is just a proposal, one that will a) bring the playerbase together somewhat more and b) give Romulan players their own fleet system. I think it's something worth considering?
Ummm no. What you are asking would require hugggggge lengthy time frames to advance anything and resources would be scarce. There is nothing wrong with the current system other than they require a lengthy sacrifice of time and money.

Um yeah it would, why would I want to combine what could take a single fleet months or a couple years to finish, to combining every fleet's worth taking them possibly years to do, and than you have those who don't contribute and only eat up resources? NTY I for one don't care to pool resources with other fleets!!!

What's not to understand, you want to be able to have all the fleets become one, and only have to share one fleet's worth of upgrade costs? Not gonna happen because Cryptic would create a huge expenditure cost to even think going from 0-tier 5 with that many possible people contributing. And resources would be eaten quickly by those who are out only for themselves in the first place and probably not even contributing in any way, it happens all the time now with the current system in place. Those fleet's who move up in tiers quickly now have people who put forth the effort, those who move slowly or not at all put forth little to no effort and get what they deserve for it.

You wouldn't have one giant fleet. You'd have lots of individual ones, exactly the same as what you have now. The difference being is that the fleets (all of them) would be universal. They wouldn't be specific to FED/KDF/RR players. You would have the fleet system in place, though each faction would have to travel to a different location in order to make purchases, see the unique scenery and feature additions etc.
As per resources, a lot of people join fleets simply for the community; not everyone wants the high end gear. Short of the Embassy Kits, the Fleet Costumes and the Mk XII Cores that'll come with Tier #3 Mines, there isn't anything I really need from a Fleet (though I still contribute what I can). There are always Purple Duty Officers and such to make use of.
The simple truth of resources is, if people don't contribute, they can't buy. It's all good and well having everything from Tier #1 through to Tier #5 unlocked, but if you haven't made any contributions, you're not going to have any fleet credits to buy fleet items with anyway, so the loss would be on them.
Why in the hell would you want some universal fleet, when they still have to do their own projects and have their own SB to goto? As it is now there are only 2, a FED or KDF. With their own SB and projects!!! Why would I want people who I don't play or associate with to come to any SB and be able to possibly purchase stuff from it? The current system is just fine as is.

Again you are asking for shortcuts, they are not going to implement some universal project for all to benefit from when it comes to fleets. It's the individual fleet's responsibility to earn what you can on your own, and not shortcut your way for other factions.
