I see enormous potential in the Risa Summer Festival, and predict it will be back next year. Therefore I have some ideas that I'd like to offer and hope you guys will chime in with your own as well. Perhaps the Devs will see some good ones and include them when Risa rocks STO next year.
1) Pearl Diving
The 3D mechanics of swimming already exist for flying. All that is needed is swimming animations. Some species, such as Betazed and Gorn, would have bonuses to swimming. (Betazed are of amphibious ancestry and possibly retain vestigial organs to retain oxygen longer and to sequester CO2 from the respiratory system, while the reptilian Gorn can simply hold their breath for a long time.) These are examples only, feel free to provide your own.
1a) Pearl diving in salt water provides access to the oyster beds which may also be patrolled by sharks or octopi or whatever lives in Risa's oceans, but fear not, your trusty Augmented Dolphin Companion can deal with the likes of them!
1b) Pearl diving in fresh water yields fewer, but more valuable, pearls. Soft corals have stingers which can stun a diver who gets too close, and electric eels and rays love to hide among the grasses that shelter the fresh water clams. You may want to invest in a pet otter who will greedily gulp down such treats before you drown.
1c) Equipment can include:
Fishing Spear (Melee weapon)
Speargun (Short-ranged weapon)
Stun-rod (Melee weapon)
Snorkle and fins (2 minute dives maximum before sustaining drowning damage)
Rebreather gear (Half-hour dives maximum and must be recharged to re-use)
SCUBA gear (Hour long dives and must be recharged to re-use)
Artificial Gills (Infinite dive time, never needs recharges)
Extra Tank (Adds fifteen minutes to dive time for Rebreather or SCUBA)
Optionally, one may wear an Environment suit and simply walk into the depths, but there will be places inaccessible to characters wearing such cumbersome gear.
2) Cliff Diving
Several dramatic locations can include places to perform various dives from cliffs into the water. I would like to see a waterfall, for example, which can be used as a play-spot most of the time and a dive competition spot for specific high-dive events.
2a) Speedos will be the uniform of the high diver! Get yours now.
3) Sailing
Sailing the coastal areas is fun and, who knows, you may discover a prime oyster bed somewhere! Use the wind and your sails to reach those distant islands for fun or business.
3a) Regatta! Competitive sailing where several racers ply a course. Where they place in the event determines their reward. First place wins big, while last place gets a participation prize.
3b) Agility courses where each player plays against the clock on courses designed to challenge a player's understanding of sail-powered craft handling.
3c) Personal challenges allow two or more competitors to play against one another for whatever stakes they determine. Players simply start the course and enjoy! No time limit or cooldown on this one, but also no engine-based reward.
3d) Equipment can include:
4 meter shallow draft boat rental (useful in constricted waters or where agility is wanted.)
6 meter intermediate draft boat rental (useful in rough shallows, speedier but still agile.)
10 meter racing boat rental (handles rough seas well, built for speed, far less agile.)
15 meter winged hull rental (built for a combination of speed and agility.)
Windsurfer rental (a basic sail on a surfboard.)
Heavy Board Windsurfer (built for stability.)
Long Board Windsurfer (built for speed.)
Short Board Windsurfer (built for agility.)
Rentals last from sunrise to sunset unless longer periods are specified when arranging the rental.
4) Fishing
For relaxation or competition, or simply for bragging rights. Each fish caught is one of the various species inhabiting the area and comes with a random weight, range based upon species, and may exhibit unique properties.
4a) Pole fishing requires a pole and either bait or lures. Some bait can be gathered locally by various means, and some can only be purchased at the tackle shop.
4b) Net fishing requires a net which can be a one-person cast net or a two-or-more person seine net. Can potentially catch more fish faster, but is restricted to shallows where fish cannot escape by swimming down. You wont catch the big one this way, but you may feed a beach party!
4c) Spearfishing also requires diving gear, but allows selection of the target fish and potentially the capture of fish you cannot catch on hook and line or by net. This is how you get the big ones, but I recommend this method only for Klingons who like to do battle with their food.
4d) Take only pictures, leave only bubbles. Holographic equipment that works underwater can be used to capture images of many sea creatures. Take a picture of the elusive Risian Mer-folk for bonus prizes and inclusion into the elite Corps of Discovery alongside the photographers of Nessie and Champ!
5) DOff Missions!
Risa abounds with opportunities for the observant Captain. Clearing jungle trails, assisting local wildlife impacted by Risian parties, repairs to local infrastructure, and teaching local schoolchildren about the wider galaxy all come to mind. Here are some specifics:
5a) Prepare local beach for the Arribada!
The Sea Tuttles, analogous to Earth's Sea Turtles, will be arriving soon, and you offer to lend assistance to the locals who must secure the beach from visitors who may inadvertently crush their delicate eggs, comb the beach of human detritus, and set up monitoring equipment to record the massive spawning event.
5b) Beach Party!
Your crew needs relaxation time and an all out party on the beach requires some planning and preparation. Plus, Chef needs time to replicate all the marshmallows which will be toasted after the sun goes down.
5c) What to do with all the fish?
Chef needs help cleaning and preparing the fish you caught. One fish is an intimate dinner, five a dinner party, twenty will feed your ship's officers, and fifty will serve an entire beach party!
5d) Odd biology yields wonders.
Your biologists, botanists, and biochemists will have a lot of work ahead of them analyzing all the plant and animal samples you bring back for study. Some of them may provide unique substances with useful properties.
5e) Seed the beds.
Oysters are an Earth import, and even on Earth they must be cultivated to yield consistent harvests. On Risa they would not exist without human intervention. Your crew volunteers to participate in this event, as Risians are known to turn the most tedious work into a party.
I could go on and on, but these should provide a place to begin the discussion. Feel free to critique any way you like, I don't get hurt feelings over internet postings, but please try to be constructive. Offer tweaks to my ideas, reasons why they are not workable, or offer your own ideas for things which will make next year's festival bigger and better.

Players are given a clue on what the item is and they search the island or reefs to find it, have maybe 50 different items it could be and randomized for each person. Players have 12-24 hours to find the item.
Floater races. Use class for the different floaters, if you have a rental you race with rentals and its a timed course so everyone participating gets a prize but first second and third place gets a % bonus.
Exploaration games where you get a list of places to visit like the accolades but you recieve a prize when you complete it.
Add prizes you can keep and use such as food and drinks, clothing, party favors etc etc that you can either collect those or turn in for favors for some of the events.
