I know this is a science captain's ability but according to this description it also comes with ship. Is this correct because while I have the target subsystems ability I don't have this one?

The Captain ability is actually called "Sensor Scan".
"Sensor Analysis" is an ability most often installed on science ships, to help alleviate a bit their lack of sheer firepower.
I brought an intrepid and just noticed this in the wiki. I look through all my abilities and I see the target subsystem but not this one. How do I add it to my tray. Please help I need the boost to DPS badly. Trust me ... Done a lot of research and tweaking on build ...

You can't put it on your tray. It's a passive ability. It activates on its own when you target an enemy long enough while in combat.

Don't worry, you most certainly have the "Sensor Analysis" on your Intrepid.
The thing is - it is a passive ability, so you don't need to activate it - therefore you can't add it to your tray. Your ship automaticaly activates it on fire, you can check the ship you're targeting and see the icon saying "sensor analysis" appear there amongst other icons of buffs/debuffs that appear.
Just in case you didn't know - the sensor analysis stacks up to 10 times. Each stack further increases the damage you deal to the target, but for it to stack you must focus your fire on a single target. If you shoot a ship and stack it 4 times, then switch to another target it will discontinue the stacking.

No worries, happens to everyone. An hour or so ago I unpacked an Odyssey cruiser on a fresh lvl 50 Captain and I didn't have the "Advanced Slipstream". I thought my ship is bugged and was about to write a report when I realized that I haven't done the "Promotion" chat with Adm.Quinn yet, so the game doesn't consider me as VA and doesn't allow slipstream. :P
