Inactive account and mail problems

I have a combination of problems concerning mail & an inexplicable inactive account.
Around the time that the mail issue cropped up I noticed that I could not send mails to any of my characters if it contained attached items. I assumed that it was the enforcement of the 100 limit. I was able to send mail to the fleet, so that was not an issue. Between then and now I have pulled down the majority of the mails that have contained attachments (about 95% of it was floating DOs for fleet projects or colonization). I still have probably around 20 mails with attachments sitting in the mailbox. Yesterday I tried to send a mail to one of my alts and it contained only text (NO Attachments) and it failed to send. I am able to send mail to others with or without attachments. I just cannot send any sort of mail to any of my alts.
I also noted that my main character had his EC truncated at exactly 10,000,000. If I gain any EC beyond that limit, it disappears into the void. I made a temporary fix by pushing the majority of my EC into my account bank. At this time I decided to log into my account on the PWE site to check for the Inactive Subscription problem and guess what? My account is listed as inactive, but the active counter keeps incrementing. My gold status should be good. The credit card info is still valid. Also, I did not get my stipend for June.
I would like to get these issues resolved as it is hampering my ability to manage my duty officers and kick start my new Reman.

Exactly the same problem here:
I cannot send a mail to individual inactive members that they are about to removed, nor can I send out a fleet mail without having it bounced 30 times.
Already mailed support that this is a serious problem, fleet- / sto-wide, but their response makes no sense:
"We hope you understand we cannot look into your friends mail or delete it."
That was not my question, I simply asked to confirm or debunk that I cannot send TEXT-mails to people with a box full of 100 ITEMS.
I can fully understand the limitation update of 100 items, else how will PW make money on extra inventory/bank space that is not bought as often as they would like.
But not being able to send out TEXT-only mails is simply an obstruction of gameplay.
PS: I am fully aware that I am necroing a 1,5 month old post here, but the problem stil exists.
