Would you as a new or inexperienced player be interested in being tutored through the Veteran/Elite and other PvE queue missions if there were a friendly, understanding and educational environment to do so in?
I've done normals, I've done 3-4 pug elites of all 3 space STFs, and I've read the guides, but I still feel a little unsure sometimes, and know that there are many tricks to learn to edge up the dps, or do something else more efficiently.

There must be a PvE tutoral for all STF "Simulation" and you MUST play them to unlock the PvE
Therefore idiots know what to do and not rune the STF for all of us... I know 7/10 times i enter STF i do 10-11.2k dps and do 40-90% of all team damage (Advance Combat Tracker that tracks a time of combat Not just me)
Same here! Although I do consider myslef as a experienced player, cuz all i play is elites, unless im helping new fleet members new to STO, then ill do normals.
But when im playing Elites like Space Conduit, I no what to do and everything, most of the time i find myself just flying place to place just fireing at borg ships, rather then feeling like im actually doing what im suppose to be doing.:)

Part of the problem is that doing the normal STF's is far different then doing the eltes,people do the normals for a while and think they have the hang of it, and then play the elites the same way.
The Cure Found is a perfect example - on normal the team can take down one cube at a time and two people can protect the kang while the rest run from cube to cube - but - if you do that on elite, those two people will be overwhelmed once the big ships start coming - they need to be taught that you have to leave the cube's up (damaged, but up) until all the repair sphere's are taken down, and then all taken down at the same time - so there isn't 5 Negh'var for the two defenders to stop. - - also the optional is on a timer, I don't know what's worse being the defender on elite and having to stop all the big ships by yourself, or having the whole group realize that they messed up after dropping 1 cube, so then everyone stays to defend the endless onslaught, instead of getting the other two cubes down.
On normal getting the optional is easy with 2 players that know how to fill in the gap left by inexperienced players, on elite one goofball can fail it for everyone.

That and the discrepancy in design between different missions and lack of overall tutorial leads many to run head on in to a wall when they start doing the more difficult missions. What we have right now is so random and lacks overall guidelines, a red thread.
Hmmm, well, yes and no...
If you mean a true way of providing insight from experience (which I believe is what you mean) then yes. If it's a "do as I say because it just is", then no.
If everyone participates in chasing down ships to protect the Kang, AND kills all the Nanites before taking out Cubes, it's a cakewalk.
The Conduit (Elite)
Take down the four generators concurrently, then blow up the transformer before the nanite probes and spheres can get close enough to heal it. Once both tranformers are down, don't aggro the tactical cube until you've destroyed the gate. If someone else aggros the Tactical cube, play keep away with Evasive Maneuvers while pouring as much DPS on the gate as you can.
