Anyone who has even glanced at the Romulans knows that you MUST be either Fed or KDF allied. The result of this is either being part of a fleet that is either Fed or KDF. It makes sense, seeing as you are a Romulan Republic citizen who is actively seeking help from either the KDF or Federation.
However, this was also kind of a bummer for some people who wanted a Romulan Fleet Starbase that is in the style of what the Romulans would use. That is, a fleet starbase that is EXCLUSIVELY Romulan. No Targs from the KDF, no fish tanks from the Federation. No red or blue. I am talking pure Romulan style, green in all its glory.
So, I was giving this some thought, and I started to think about this situation, and what could possibly lay in stock for the Romulans in the future. This is what I propose:
-Keep everything the way it is now. The game should start, establish New Romulus, and then pick a side, run the missions, and STICK with it until much later.
-Add a new Story Arc to the end of what we currently have (Or in the middle) and provide the player with the option to defect to the Tal Shiar for whatever reason. It could be a personal reason, it could be because of a betrayal of trust...whatever. There has to be a reason however.
If the player defects, you join the Tal Shiar, and are now in a position to play pure Romulan. You can start pure Romulan fleets, only ally with other pure Romulans, etc. You are disallowed from ever going back to the Republic. You will lose cross faction Bridge Officers that are not Reman or Romulan, you are kicked our of your Fed or KDF fleet (if you are part of one)
If the player stays loyal to the Republic, you stay as your Romulan/KDF or Romulan/Fed, and you lose the ability to ever join the Tal Shiar. You stick with your current Fed or KDF Fleet, maintain everything you have up until that point, and things move along.
I think this would be a good way of adding pure Romulan fleets/gameplay without actually tossing out anything that we currently have. I know many people on STO would love to have pure Romulans, and it might even add a nice dynamic to the game without changing too much. Personally, I find it odd that Romulan Republic ships can use the prefix IRW. This should only be available for ships that are running on the side of the Tal Shiar.
And before anyone says anything about the whole good guy and bad guy dynamic...good and bad are points of view. When you play as the KDF - the Federation are the Bad Guys. You are still the good guy if you play on the side of the Tal Shiar because you are working for interests that you believe are good, just, and right (in your mind anyway).
The only real problem I see with this idea is the Embassy on New Romulus Fleet Holding. This would HAVE to be changed to something else, such as Espionage Facility on New Romulus, or something of the sorts.

Personally, I am so disappointed with the premise that Cryptic chose to go with that I deleted my Romulan character before even hitting level ten. I couldn't stand that such a proud race fell so far, or that such GOOD villains became mediocre B rate citizens and lackeys to the other empires.
I seriously doubt that the destruction of their home worlds would have done this to the Romulan race.

Yeah, it is too bad. The fact that we did not have the choice of siding with the Tal Shiar is beyond me. I guess you can excuse it because of asset development time, but, in the future, the option should exist. I would jump at the chance to ally with the Tal Shiar, which, IMO, what the Romulans REALLY are.

Playing such a faction would prevent players from doing a bunch of endgame content. For every single Public Queue event, they would not be able to do it. Mini-factions are the future and I see the Cardassians, Borg, Dominion, and others being introduced as mini-factions when they come out. Although, I could see being able to play as a Section 31 or Klingon Intelligence Captain through reputation as long as there is a opposite reputation to counter it. You can ally with Section 31 or its opposite faction where the ends never justify the means and being a moral captain, but you can't ally with both.

I don't think that is a fair comparison. We have always seen two persistant things when it comes to the Feds and Romulans:

Romulans are sneaky and they are in the business of dirty business.
If anything, the Romulan Republic is what I would consider to be totally out of character for the Romulans. Lookat at Senator Vreenak, Tomalok, Sela, and countless others. Romulans are jerks. They think they are better than everyone else. Just look how they acted in the first weeks of the Dominion War: they suggested that Klingons belong in zoos, and that Klingons don't think.
In the end, I don't have a problem with The RR. I just think that The choice to be a part of the Tal Shiar should be possible.
So, because YOU don't want to be the Tal Shiar, or ever play as one, means that NOBODY should have the right. I didn't know you had such sweeping decision making power with the ENTIRE STO community. You should use that power to help fix bugs and such.

We are talking about a game where the 29th century Federation allows the use of their TIME SHIPS by people 400 years behind them. We are talking about a game where Federation captains can Command Dominion ships, Tholian Ships, Ferengi Ships, Romulan Ships, and Cardassian Ships all while disallowing the use of the Typhoon and Jupiter. Lets not forget all of the little green alien toons named Yoda.
Yet...allowing a pure Romulan faction in the form of the Tal Shiar into Mine Trap and STFs is too much of a stretch for you. Seeing toons who have allied with the Tal Shiar in an STF helping the KDF and Federation stop the Borg from Altering the past is flat out unacceptable.

I just don't think Cryptic is up for giving Romulans their own starbases. They've already 'painted themselves into a corner' so to speak by forcing Romulans to join Fed or KDF. There's no way they'll add in a way for Romulans to leave the fed/kdf alliances and join together, so they'll always be segregated.
I do seem to remember they gave a half-hearted suggestion about a possible Romulan fleet holding.
I personally like the Romulan faction the way it is. I'm not going to join a KDF or Fed fleet because I seem to remember something about Romulan starbases in the future. I think what makes me like the Romulan faction the most, is that I really feel like a freedom fighter. Someone called them space faring Bajorans, but it feels more like Cryptic took elements from the Quarians from Mass Effect, and the Rebel Alliance from Star Wars to create the Romulan Republic. Losing their homeworld to treachery, fighting an evil empire hell bent on the subjugation of the whole quadrant, all the while being controlled be ancient aliens that hide in the shadows. I would like to see the RR and the RSE brought together in some way. Maybe Sela could be rescued from the Iconians by the RR and their allies and she takes a role as a figurehead Empress with limited powers while D'tan becomes the new Praetor. It could be a type of limited monarchy much like what the Klingons did with Kahless. Then again, it could also be a terrible idea, but you never know. Either way, I support Romulan starbases for all Romulans, not just the bad ones.

The Romulan Republic is about the typical Romulan not the deceiving Romulans that belong to the Tal Shiar and Romulan Officers. You would think that all humans are all about focusing on the greater good and Klingons are all about honor through battle if you just focused on their militaries. As shown by the various series, there are deceiving Humans, cowardly Klingons, and honorable Romulans. It is not in the interest of the Tal Shiar to play nice with the KDF and Starfleet. There is too much bad blood there. Even if the Tal Shiar wanted to help, then it is just not going to happen. Why should the KDF and Federation ally with the Tal Shiar when it is likely that the Tal Shiar will stab them in the back? So unless the Tal Shiar go through major changes and became a tolerant organization, then all queue content has to be modified so we have the Fed/KDF queue content and Tal Shiar content. It is more realistic to ask for a Romulan Star Empire and ally with the Tal Shiar rather than introducing a Tal Shiar faction. Asking for a Tal Shiar faction is like asking for a Section 31 faction. The Romulan Star Empire is tolerated slightly more than the Tal Shiar since most Klingons are likely to fire on a Tal Shiar ship.
The reason why we should not have Tal Shiar is not because I don't want them and don't want anyone to have them, but because we need villains in STO and making them into a faction would pacify them. It is the same reason why I am for a Borg and Cardassian faction, but not a True Way and Borg Collective faction.
As far as Mine Trap being a Tal Shiar plot, the salt vampires have been genetically modified to withstand Romulan blood. Salt Vampires could be used as a weapon against Romulan Colonies resistant to Tal Shiar control. There is just no other enemy with the lack of morals, motive, and knowledge to pull it off. The Tal Shiar could even use the Salt Vampires to look like the hero.
Releasing not 1 but 3 ships.... the Dreadnought set for the Romulan empire...

its popularity as the new Scimitar implies, but can it be that much more complicated or less deserving to come up with a nice ROMULAN Starbase instead of having to walk around
on.... blue federation rugs and.... federation personel, to which over 400 fleet members constantly asking ''why are there federation security/stuff on our base''?
Just as much as the new ''Scimitar'' ship set, the Romulan Empire deserves Romulan Starbases for such worthy ships and people.
Fleet leaders should have the option to simply select the ''Romulan theme design'' for thier Starbase any any point during the Starbase's progression.
As an alternate suggestion to the Tal'Shiar, (Though this will take more time) They could set up a mission or even plot arc where you rescue Sela from the Iconians. Then you get the option not to join the Tal'Shiar (Who in my opinion are guilty of treason for betraying the Empire) but to join the Imperial Star Navy.
Tal'Shiar are traitors who have sold out their people and empire.

Like I said in another thread they could have fed you people what you want for evil romulans by making a third faction for PvP to have 3 way PvP(until the next faction is released making it 4 way). Or as a rom you can decide which side to assist then the PvE qeue content sets you up as a spy pretending to be with one side or another and got caught up in events. This opens all of the game that is FED/KDF including new romulus. tal Shiar is famous for spies so it fits in lore quite nicely with less work creating tons of new content to even out the factions.

its popularity as the new Scimitar implies, but can it be that much more complicated or less deserving to come up with a nice ROMULAN Starbase instead of having to walk around
on.... blue federation rugs and.... federation personel, to which over 400 fleet members constantly asking ''why are there federation security/stuff on our base''?
Just as much as the new ''Scimitar'' ship set, the Romulan Empire deserves Romulan Starbases for such worthy ships and people.
Fleet leaders should have the option to simply select the ''Romulan theme design'' for thier Starbase any any point during the Starbase's progression.
