I do not think it is his skill set, or the fact that you cannot delete him. the real annoyance is that even when you do not have him on your ship or ground crew, he always takes over.
The problem comes from the devs assuming that you will use him regardless, even if you don't, the game has been designed with that assumption. So you end up with his voice on the wrong boff, or him appearing in communications when he is not even on the ship....

I really dont see why people hate him. he's got a good set of skills, CRF 3, TS3, CRF 1. and hes got some descent traits.
How often? Every time I roll a new toon :-P
There are tons of purple grade Boffs on the exchange. This way, I have FAR more control over my crews' gender, race, skills and to an extent, traits. (rarely get EVERYTHING I want, lol)
Plus, I can discharge any of them if I want to.
Granted, on rommies, I had to wait until I chose an alliance. But at that point, Tovan's skill set is still irrelevant, as our rank isn't high enough to utilize his more useful skills.

Skills/Traits aren't everything. Not everyone uses torpedoes so TS3 isn't all that useful to everyone, and CRF3 is quite easily trainable if you're a tac captain or know someone who is.

cant you get TS3 from one of the FE mission boff rewards?
It's bad enough we pick up mission BOffs that we can't customize even the color of their uniform, being stuck with one is just wrong.

I like the character and his skill set. The character fits in nicely with my own backstory... what I find annoying is the fact that when I go on an away mission and he's with me he's also calling me from the ship to give me information?!!?... apparently it's a trap... there's TWO of 'em!

Ergo, Tovan Khev is as customizable as any other bridge officer with the sole exception of him having a voice. Whether or not he has a part in the story that is more involved than the cookie cutter bridge officers is not the issue here, since you keep bringing up his customization options. Which are as varied as any other bridge officer that can be customized. Your argument has no floor to stand on because it is based on a false premise.
