Confused re Bridge Abilities

I seem to be training my Bridge Officers in skills but I cant drag some of them to the bar because the bridge station isnt the correct skill?

I have promoted all my officers along the way.. What am I getting wrong here?

    Bridge officer stations, depending on ship, only enable space bridge officer abilities up to a certain rank. For example,

    Ensign station - Only Ensign ability enabled

    Lieutenant station - only Lieutenant and Ensign abilities enabled

    and so on.

    For an example, an Assault Cruiser will have a Commander Engineering station, a Lieutenant Commander engineering station, a Lieutenant Science station, a Lieutenant tactical station and an Ensign tactical station.

    However, a Patrol Escort will have a Commander tactical station, a Lieutenant Commander tactical station, a Lieutenant Science station, a Lieutenant engineering station and an Ensign engineering station.

    when you upgrade to a higher tier ship your bridge officers become able to use higher tier abilities
