Bug: Multiple Exchange sale expired messages being sent, and some of them are bugged.

There is an issue when "Exchange Sale expired." messages are sent from Exchange.
Sometimes/all the time (?) you will get a message like this:

which is impossible to delete.
The normal exchange message looks like this:

Note the lack of "(Holodeck)" from the sender. These are deleted normally.

The duplicate (with 'Holodeck' in the title) disappears after you delete the main one with the item(s) returned. NOTE: Don't forget to claim the item(s) before deletion. After you close/reopen the mail window, the duplicate will be gone as well.

Don't make ARC mandatory! Keep it optional only!
