Sub BOFFs were no longer intended to stack +Stealth. It was part of the changes that took place in going from a % to a fixed value as well as adding the +Def (that could stack).
However, if you look at your Starship Stealth Skill as well as your Stealth Value, it's clear that the Sub BOFFs are stacking once again...thus giving folks using them better Stealth than they should have. Course, this probably got lost in all the EPtA stuff...

There were no patch notes saying they had reverted the change and a quick check of Gameplay Bugs doesn't show anybody reporting it prior to LoR.
Hmm, could've been a rumor or a bit of mistaken info on my end that I heard, who knows.
I think you are confusing Romulan BOFFs with some other issue.
Entirely possible that it got broken earlier than the LoR patch...
Sub BOFFs != Sub/SNB DOFFs.
Should have been clear in my OP, even if the BOFFs part was mistaken for DOFFs in the title.

Just seems like I was able to get a surprising amount of stealth on my Bortasqu' even before LoR.
If you bought rare/very rare romulan boffs from before LoR they had +200 stealth
I know. But what Virus is getting at is that before the Stealth bonus would only apply once, meaning you could never get anything except 200 points to your Stealth skill, now it can stack.
Also, I realized my confusion. I was thinking about Romulan Operative BOFFs, and how those went through some bugginess in terms of stacking in LoR.
Rommie boffs from the embassy do stack. Always have. or a least they did.

Those are Holo notes. LoR released May 21st.
Only the tach detection grid could detect the romulan ships in TNG
and in Nemisis - the Scimitar had developed the "perfect cloak" according to Geordi - completely undetectable.
So if someone wants to be a snooper they will have to run sci and have quite a lot spec'd/equiped into detection.
