Universally compatible BoP ship parts

Despite the different classifications and makes of KDF Birds of Prey, they all share the same basic design. Given this, why then can't we apply different ship customization features interchangeably across the different Birds of Prey. Perhaps the hull should remain limited to the make, but I don't see why things such as pylons, nacelles, saucer, and neck can't be applied universally to all BoPs. Wouldn't this also encourage the purchasing and acquiring of additional varieties of BoPs for the sake of customization?
