No vet customization rewards?

In Devblog 11 (http://sto.perfectworld.com/news/?p=877151) we were told we would be getting Romulan vet costume pieces and ship material. I've not seen these options on the ship or uniform tailors. Have they been delayed? Is this a bug?

    Republic Veteran*
    *Will not be available at the launch of Legacy of Romulus but is currently planned for development.

    They did mention that some of the Romulan vet rewards would not be available at launch, but would come later.

    I can't access Vet/Lifetime perks on FED toons either.

    I guess I missed the fine print. I was under the impression this was being released on launch.
