Which Romulan Captain is least Viable in PVP?

I really want to run a Sci but there aren't that many in the way of Sci ships for Romulan. But that doesn't mean that they are the least viable.

From all of your experience, is Engineer still the least useful?

    Tac got nerfed.
    Sci got buffed.
    Eng are even better at playing alone, for those that enjoy single player MMOs.
