I know that question might make some of you jump for joy, but I did think about this earlier:
Is RSP going the way of the dodo?
Seriously though, I seem to notice this less and less. Maybe it's just coincidence in my case, but I see it much less than I used to.
I've actually shifted RSP off of several of my characters. Those who do have it, I felt needed to keep it lest they get ganked a lot more easily otherwise. The ones I got rid of it on, I moved them to the much less selfish ability of Aux to SIF 1, allowing me to toss another heal to others potentially.
Even so, with all the defensive power creep that's been put into the game, and will probably get added with Romulans, I just find myself looking at RSP more and more as something I simply don't need.
With a normal EPTS + TT rotation, proc shield heals from embassy consoles, Omega shield regen bonus, and Emergency Secondary shielding, I rarely ever find myself low on shields unless any of the following has happened:
A. I was dumb to not pay attention.
B. I need to run away before I die because I w as getting shot at too much (this one is pretty much PvE, or if I am flying in Ker'rat)
C. My healer deserves 40 lashes for not healing me. (Kidding!...obviously I only mean 39)
D. I got alpha striked, and so this is probably the end anyways.
E. The most important one: I got SNB'd.
(Usually a mixture there of though)
So, what do you all think? Is RSP going south for the winter, and never coming back? Or am I just simply not noticing it?
(I will say, on a different note, if this is the major case, then it means yet another Engineering BOFF ability is not really useful, or as useful anymore)

Personally, I moved away from RSP due to the prevalence of builds that were capable of doing damage to me through shields. RSP would, of course, be useless in such a case.
I noticed that RSP was especially common among newer players, possibly due to the description. Who wouldn't want an ability that caused weapons fire to heal you instead of kill you? However, RSP's long cooldown renders it somewhat less effective than one may think, and that orange aura is an absolute magnet for subnukes. The PvP Boot Camp may have had some effect, given that many are discovering better abilities to use.
Then again, this is all speculation and observation on my part. I could be completely wrong.
Of my eight guys (well, technically seven since one has no Eng BOFFs at all):
Two have AtS but no RSP.
One has neither AtS nor RSP (does have Eng BOFFs though).
Four have both AtS and RSP. Two of those four also carry two copies of ExS.
Should note that all of them also have HE and TSS as well. All of them have at least one copy of EPtS and TT.
Four of them are also Engineers with RSF/MW.
All of them have at least +70% Bonus Defense before abilities (both those that boost it and those from foes that reduce it).
All but two of them have at least one escape mechanic, and those two are my two newest toons (no rep and haven't even started to gear).
The same thing is going to kill them all in the end: chained SNBs, VMs, Tractors, GPGs, etc, etc, etc.
Yes, some are definitely more vulnerable to the decloak alpha than others...most of them are woefully undergeared (I rerolled everybody for S7...I hit myself in the side of the head every time I think about rerolling them for LoR...lol). Only one is sporting STF gear (he's also the only one at T5 in both reps).
But in general, that doesn't really matter...cause even if they were geared, RSP or not, TT or not, etc, etc, etc or not...they're still going to die to the same thing without a bunch of outside support.
But yeah...I could probably count on one hand how many times I've used RSP in the past week. Part of it is no need and part of it is knowing that it's SNB bait. Heh, it can be funny to use the RSP first for somebody that's not paying attention so they use the SNB and then you can proceed to your regularly scheduled buffs/heals/etc. Course, that's not going to work against folks with any sort of clue...but uh, you can still pull that off in Ker'rat or PUGland.

i only use RSP on cruisers, and only sometimes on battle cruisers. it would be the first thing i drop. since i dont use slow and sucky fed cruisers like at all now, i guess i dont use RSP at all. stacking res is far more powerful then stacking so many hitpoints that RSP is the only way you can fill them all back up.
The healing/passives is so high, that some 7s "i live" button is not much worth it, especially when you can die through it anyway with high spikes that remove shield facing. The changed the graphics, but in the past the green colored ring just screamed "SUBNUKE ME".

2. The second you pop it against a good sci, you're toast, unless he just subnuked you for something else.
I've been trying to figure out what else to go for, though. I was thinking of trying Aux to Dampeners to weave between attack patterns so that I can compete with bug ship turn rate, but I'm not even sure it'd be useful.

I use it on my tanking science ship, but more as a "engineering tac team" than for any thing else. I can heal my hull damn quick, so flipping on RSP when my tac team is on cool down and I'm getting bombarded is usually enough to keep me alive long enough to keep the fight going (and for subnuc and subspace jump to finish cooling down). In Kerrat it's handy to keep the klinks busy until help can arrive and we can start tearing them apart (or vice versa if I switch sides because feds are being campers).
Like most abilities, it's situational, but still nice to have. Probably useless on an escort that can heal itself fast enough while RSP is on.
I know there is a method but all I see is madness.
The countdown is too long for my liking, however my cruisers and sci vessels still run with one copy of it.
In my tacscorts, I like to replace it wil aux2sif instead.

What's more powerful? Three wells that either have an RSP 1 and either an ES2 or A2SIF2, or three wells with ES1/A2SIF2 or A2SIF1/ES2? The later obviously, assuming the team is able to coordinate all those heals -- and if they aren't, hell, that just means they need the practice.
Of course on a Wells it helps that you already have an inbuilt diaper with temporal backstep, not to mention the tier 5 placate.
I'm not completely against taking an RSP, but I'd rather have ES, A2SIF, and EWP before I consider using a slot for one.
Since I pug a lot, I nearly always take an RSP on my escort. This is partly for survival from criting alpha strikes (and the way the game is at the moment, there's a lot of them) and partly due to the other powers.
Aux2Bat1? Given that I have 2x of most powers, this wouldn't help me. In fact the power drain would hinder my aux healing.
DEM1? If I also had Aux2bat also then sure, otherwise I prefer nigh consistent damage.
ET2? Shares global cooldown with TT.
Aux2SIF1? Heal and resist is too small to be worth it at normal aux levels.
ES1? Great when in a pre/pugmade and heals are getting handed out, but in a pug all it'll do is make you the number 1 target.

usually the moment you popped it, you got stripped and needed your team to support you
or you used all your other team heals and needed to pop it on yourself buying you a few more seconds so your team could help you.

This is the reason I keep RSP.
Very specifically it is to give my teammates time to keep me alive after the first or second SNB. Or to basically force out the second or third SNB.
I dont care, I have always evasive and BFI for those moments. Its usually enough to get through the few seconds
