Compete with Strategema Master

I need some help finding where the assignment for Compete With Strategema Master will come up in my assignments. I have been to Memory Alpha, Eta Eridani Sector and Hathon which were suggestions on a previous post. Could anyone please help me? Thank you.

I know what department it is, but I need to know what location I need to be to be given the assignment.

Might be completely random. Every time you go to a new zone, check your Development Department Head. There is also the possibility that it has a cooldown so it could take a few days to show up if you already did it.

Wouldn't the cool down only be if I had done the assignment before? Because this is the first time I have tried to do this assignment. On wiki it said to go to Memory Alpha, but it didn't work there.

seriously, I see it most often in the personal assignment list, not the location specific one. Keep in mind that you will not find it all the time in any given place either, assignments pop up randomly, the location given on STOwiki is just the most likely location. When in doubt, ask in the DoffJobs chat channel.
