I did some overtime last week and bought the legacy pack, and as one of the rare exceptions from my rule to avoid char bound stuff from c-store i will buy thee or six +100 doff rooster slots as well as 3 Fleetmodules from the stipend/converted dilithium i have saved the last months for my new Romulan Tech, Tac and Reman Scientist.
Beta, LTA, CE, Multiple preorder Versions, all Addon Packs except AoY, nearly all KDF/Rom and ~50% of all Fedships, over 25 LockboxShips, Endurer of Atari's "Year of Hell", but...
You create a tribble Romulan, play through the Tutorial, go to the ship vendor and look at the stats there.

The current stats are temporary until LoR is released. Some ships may keep them, some may change. Point is don't go by what is currently up on tribble.
IF I decide to play a romulan, I'll only do it if the tac ship options are up to par. I already got burned on my klingon and a crappy BoP. So basically if my tac is forced to use some piece of TRIBBLE 22nd century romulan escort design I saw in Enterprise because that's all they got to go on and give ENG/SCI the warbird and mogai ships, then I'm not going to bother playing a romulan. I already have a ENG and SCI fed character, that's more than enough ENG and SCI I can stomach.
I'll play my klingon full time when a new BoP is released with up to par stats, not through the fleet store, and can use the standard BoP skin. A battlecloak is a luxury at best and in no way makes up for a gimp BoP. I'll play a romulan full time when I can get equally pleasing ships that I saw in shows and movies from TNG forward and before Enterprise. If I don't get these options then I'll keep playing my fed main that has a ton of progression already. And when I say play full time, I mean for longer than several minutes it takes to start DOFF projects once in a blue moon and to collect any dilithium.
And no, playing a tac in a ENG/SCI ship is not what I consider okay to do.

Everything is subject to change so far on Tribble, but from what I've played, most of the Romulan Warbirds are too Tac Focused, currently playing a Sci Character and not having many options when it comes to Science powers. But like I said, subject to change its still in testing on Tribble so far and a lot of things still need to be tweaked and changed. However everything has been amazing and awesome so far and I'm in love with the Romulans.
The Starter Pack has 100% appeal (I want everything in it). So that. :P
I wish I could get stuff.. but Zen does not come easy for me. I am still awaiting to get a Zen ship for the first time and some FED costumes + the account bank. I don't want to even think about how long its going to take to get any of his with the increasing Zen price. Not to mention the dilithium hungry fleet store and reputation store.
