With Legacy of Romulus coming out everyone every faction will be able to start out at level 1 and work all the way to 50. This is great, I'm personally thrilled to start a new character just so I can go through all the new missions and get myself a Negh'Var. But one thing I've noticed is that while the Feds obviously get optional c-store ships from tier 1, and the Romulans will as well, nothing has been announced for the KDF. this isn't to say that it won't happen, but it got me thinking as to what I'd like to see for low level KDF ships to counter the T'Varos, Exeters, Rhode Islands, and other low level c-store ships out there. Mind you, this is just something I put together for fun, though I did try to be balanced and accurate to the game, let me know what you think:
Console: High Intensity Thoron Field
Creates a series of decoys around your ship and temporarily scrambles enemy sensors within 5km
This one I thought up at the last second since I didn't really have any Klingon ships to post. The console was inspired by one of the singularity abilities I saw on tribble, with an added dose of Scramble Sensors.
Console: EPS Turbocharger
Increases Weapon and engine power as well as providing some hull damage resistance for 20 seconds
Had a little trouble trying to think up what to do with a Nausican ship. Finally I decided on a weapon/engine power boost plus a bonus to your SIF because, well, "moar power!1" seems to fit the Nausicans to me.
Console: Auto-Modulating Combat Transporter
3km range, decreases crew count and causes temporary rapid power fluctuations to a single target
I thought about doing a simple carrier that only carries interceptors with this one, but then I saw the Dacoit already filled that void. So, why not use the opportunity to give the KDF a pure cruiser? The console was inspired by an episode of Voyager I saw recently where the main computer core and a whole lot of other gear was beamed out right through the ship's shields during an attack.
Weapon: Tachyokinetic Torpedo
Leveless weapon, fires slower than a photon torpedo and does slightly less damage, deals equal damage to shields and hull, torpedo: high yield fires a slow moving projectile that damages all enemy shields within a small radius on impact
This is the main reason I made this list, I love the Gorn support vessels, and I'd love to be able to run them exclusively from level 10 on like I can with Fed science ships. For a while I couldn't decide whether to make its special goodie a console or a weapon.

I really don't see the need for KDF low level ships, they wouldn't return the investment. I say we need some more T5 ships, including Lethean, Orion and a decent science line of ships like the Vesta (not a copy though, something Klingon and original).
Plus some bundles, costumes and species bridge packs might go over well with the playerbase.
I wouldn't buy any low level KDF ships, even for consoles as they take up valuable spots of Neutronium's and Induction Coils etc. The Leech and Borg are the only consoles I use regularly. Now if all ships got a new console slot(s) that were designed only for universal consoles I might look into buying some, just for some added abilities.
OP I must say however you've put a lot of work into this and well done.

I agree with you that the KDF could certainly use more ships, but I also agree with Majestic that what the KDF needs more is additional end-game ships. My KDF sci got up to level 50 at lightning speed. I would have probably felt a little ripped off if I had spent Zen on a lower-ranked ship unless the console it came with was crazy-useful. (Even then, I run a Varanus-- I'm already really crunched for consoles, so that still might not be enough of an incentive.)
I certainly do appreciate the intended goal of trying to allow a Nausicaan/Orion/Gorn fly vessels of their own race's design for their entire career, but non-end-tier C-store ships are very cash-/zen-intensive to upkeep with how rapidly a KDF character can level in this game. That's not a critique of your proposed ship classes-- it's more of a criticism of even having non-end-game C-store ships instead of finding some way to make them level with the player or something.
Within the context of lower-tier C-store ships, all of your ships look inventive and very well-considered. And I really do want to stress that. Props!

I dunnow about this one, Chalpen. It's in the nature of carriers to be large, wallowing ships compared to other vessels of their general displacement category. Besides, there's already three variants of the Bortas (four if you count the fleet vanilla), so I'd really rather see something else in the KDF arsenal.

Yeah, as someone who flies (and loves) a Varanus support vessel as a sci/sci... it leaves something to be desired. I love it and all, but it's essentially a Federation Deep Space Science Vessel with worse shields, worse auxiliary power, identical console slots, but with, umm... 50% more crew? Okay, and a marginal improvement to Inertia.
Makes me feel like a bit of an underdog whenever I get into a fight, though, so I call that a win of sorts, I suppose. :P
As far as introducing a new KDF science vessel, I had proposed in another thread the introduction a line of Gorn stealth support vessels, dubbed the Black Fang after their project's code name during the Klingon-Gorn war.
The signature feature of these ships was that they'd run under a variable-strength (but never entirely disabled) Mask Energy Signature effect. I had envisioned them occupying a science + engineering arrangement not unlike the Nebula, but with an extra forward weapon slot and proper science vessel handling. I didn't want to make them pure science, because then it would have made the poor Varanus completely obsolete.
(The three flavors I had suggested were the science-weighted Stealth Support Cruiser which carried an AoE confuse and jamming console, the engineering-weighted Stealth Superiority Cruiser which carried a subspace lance weapon console, and the Stealth Artillery Cruiser which had a console that boosted torpedo and beam weapon ranges. I did ball-park some stats for them, but I'm omitting them here because I've rambled on too long already.)
I'll buy what ever ships they put in the Cstore that's worth it. I love the fact I purchased a Garumba, Fleet Tor'khat, Angel fish thingy whose name suddenly escapes me, Fleet Somraw R and practically all the vessels I have purchased over time but some have fallen short of desired performance.
I would advise against low-tier ships. For tier one. . .you can burn through that so fast, it's barely worth buying ships for the tier. The tier 1 B'rel is a fine vessel for that sort of thing, able to be repurposed to fit whatever role you feel you want to play against the PvE opponents.
Tier 2, we have a BoP, a raptor, and a battlecruiser to pick from. This sits well with me.
Tier 3, we have a wide selection of ships available. . .a flight-deck cruiser, a science vessel, a destroyer, a battlecruiser (with a refit), a raptor with a refit, and a BoP with a refit. Then there's the Kamarag.
Tier 4, basically the same as Tier 3. Works fine.
Tier 5 is where we clearly fall behind the Feds in terms of choice. They have 22 more ships to pick from, and it's where their 'numerical edge' in total ships to pick from is. The Feds have a total of 61 vessels to pick from, some cheap, some not. KDF has 39 to pick from, and a big chunk of those are battlecruisers (13). We desperately need more raptor and destroyer options (preferably sci-heavy), as well as some nifty sci vessels and maybe even an escort carrier to match the Armitage.
