I've been away from the game for a while up until about two weeks ago and started getting into pvp again and realized I wasn't doing the damage like I used to. I used to be able to take enemy shields down rather quick, I used to be something fierce in PvP, but now it seems like I could pound on a ship's shields through an entire match and not make a scratch. So I though "Okay, it's probably because there's fleet equipment and my DHCs are outdated" so I grinded for the advanced fleet weapon, and this is what my weapon layout looks like:
All tetryon and I'm still not hitting as hard as I used to. Is it because I mixed it up? Should I have went for all [dmg]x3[acc] weapons? Or is Tetryon weapons simply just dated and there's new shields that provides a stronger resist against tetryon??
Fleet elite shields help against that yes, but I'm not sure if one could claim tetryon is useless.
"Cryptic Studio’s Jack Emmert (2010): Microtransactions are the biggest bunch of nonsense. I like paying one fee and not worrying about it – like my cellphone. The world’s biggest MMO isn’t item based, even though the black market item GDP is bigger than Russia … microtransactions make me want to die.”

Would it be better if I went with [dmg]x3[acc]? I don't seem to be missing very often, just not getting the punch like I used to, unless something was nerfed or buffed since I used to play.

You would be better off with all [acc] x2 but overall capability to take damage has greatly increased with the past few seasons in general. And massively I might add.
Fleet shields, passives, more subsystem power in general, etc etc have all led to this. Basically against a competent opponent unless someone makes a gap (holds/buff stripping/etc) you won't be able to kill them by yourself even in a tac escort.
I wouldnt be too concerned about the Weapon 'proc' these days.
Granted, procs can be nice when they go off, but anyhow its still just a chance factor in the game. I'd rather go for solid builds and not look too much at chance based factors.
The thing you should really ask yourself is whether you are going to be shooting your Tetryons mostly against ResA fleet shields, if thats the case then yeah you pretty much answered your own question.
Ive been using Polarons for a long time because i found they were pretty at the time, until they screwed up the visuals in Season 4 to cartoon style RP, the proc was pretty bad at the time, couldnt be buffed by Flow caps and there was no fixed minus decrease duration for a few seconds like they have now. Always did great damage with them never the less.
These days I have multiple sets for fleet shield abusers, see it as a bit of RPing in PvP, pretending to be borg and adapt your weapons :P
The only way to counter the rediculous amount of shield resistance these days.
I find Tetryon to be great for PvE. I consistently get 1st place in SB24 with my Fleet Defiant. In PvP... not so much. I'm working on obtaining a fleet AP set for PvP.
I don't have problem killing people with my tetryons. And I dont even use tetryon glider. And those are the only ones that kept their original graphic.

Phased tetryon with omega set, tachyon beam, energy siphon and maxed out flow capacitors?
Oh nvm, people hate tachyon beam.
who hates tachyon beam?
i dont recall anyone saying they hate it... just thats its friggin useless.
even after the extra arc itll be useless, not as badly because the wider arc but still pretty useless for a couple reasons-
1- damage is over 5 seconds, the moment the target goes out of arc/you get interupted/they disappear/your aux gets disabled, the beam ends with full cooldown.
2- dispite over 200+ points in flow caps you will never get above 7k shield drain before resists. after resists thats only about 3500 (basic skill tree resists plus a little from a deflector). you can get that kind of drain from the tractor beam and doff with the upside of it being a tractor beam.
so again i say, its not hated... it really is just useless.
even with my full "OMG HOW MANY SHIELD DRAINS DO YOU HAVE" build it was fairly useless against anyone but the greenest of pvp'rs (ie someone who took not points in drain resists).
tetryon weapons i think also kinda blow in that not enough damage/or not enough chance for the damage. theyre just not that great with shield regen being so high.
tetryon weapons should have been from the start how their fluff text says "reduces shield resists". theyd be a great compliment to people taking distruptors if they had a similar proc. or maybe a dot to shields rather then a single plink to the shields.

Most of the people in SB24 are either AFK or flying rainbow boats, so that's not exactly the best way to measure the effectiveness of a build...

Do you even Science Bro?
Otherwise you're better using polaron and turning off the shield power at the source
