Space Ability Tray

My Space Ability Trays keep getting rearranged every time I switch ships, delete a ship, or add/remove abilities. The tray lock doesn't prevent this from happening. Its very annoying to have to reorganize the entire tray so often. Is there anyway to prevent this?
