Defera space on DX11/post processing

Is there anything wrong with the Defera space skyfile?
With DX11 and post processing on, I get what this video shows. Without post processing it looks like TRIBBLE, DX9 is also a problem.

No other areas have this effect that I've seen.

    oh thank god I'm not the only one having this issue. Defera space is the ONLY area I'm having this problem with. Every other area is fine except here.
