I've noticed that rolls often have a delay during combat. There is no delay if you roll outside of combat. However, during combat, there is often a significant delay. Sometimes, your character appears to slide instead of roll. Other types of movement, such as jogging, running, and jumping, don't have this delay. My guess is that rolls are tied to same global delay that prevents you from firing or activating too many powers simultaneously.
I think you answered your own question. While your character is in animation lock for your current action, you cannot roll. I'm also not sure if the roll is able to override the current "queued" action.

Is there a way to get around this? I wonder why rolling is locked by other actions. I don't notice the same issue with other types of movement.
