apparently the Romulan faction is availiable, BUT there is a bug because it is asking you to make a level 25 fed character and I already have 3 max level fed characters

    Its not a bug, the Romulan faction is not out, yet.

    When it is out, you won't require a level 25 character, you'll just beable to make one from scratch.

    That text is just place holder. Same with the Klingon one.
