A True Norway Class!

Hello STO Community,
I've been playing the Steamrunner Class as of late and I truly love her. I'm also most done collecting all my Star Trek: First Contact starships. The only one I'm missing is the Norway Class.
I know that Cryptic has there hands full at the moment; however, I think post Romulans entering the game in May that we should start to talk about a true Norway Class being added into the game.
From what I've read online thus far the Norway Class was an science/diplomatic type of escort. So why don't we make this a reality in STO. We already have the Steamrunner Class.
I was thinking a bridge officer layout of:
Commander Tactical
Lieutenant Commander Tactical
Ensign Engineer
Lieutenant Science x2
The Steamrunner Class has two Lieutenant engineers so just make those science Lieutenants and keep everything the same.

For the Consoles, I would suggest 4 Tac, 3 Eng, 3 Sci.
