Mimey, let's try to talk in game tomorrow about this. I will send you a build that Eryon/Pascal and Pheo helped me with a few months ago. These guys are seriously impressive healers, and I would be happy to share their insights with you. I need to rebuild the ship on STO Academy, however, since their recent upgrade wiped the skill points and BOFF slots clean.
Hey Mimey here is how to setup your recluse exactly as i have mine as a 100% Healing Tank God.
I Fly mine on my Engineer as Science Captains don't have rotate shield frequency and Miracle worker so you can run this as a science captain scattering field is good but your wont have quite the same level of survivability.
Step 1. Check out this skill planner link for Officer Layout, Ship Gear and Skill Tree
http://skillplanner.stoacademy.com/?build=smeaolsrecluse_0
Step 2. Doffs this is a good time as some of the doffs are going for cheap with the promotion.
You will need
x2 Purple Development Lab Scientists to reduce the CD of Sci Team.
x2 Rare or Purple Maintenance Engineers that increase Healing power with Emergancy power to Auxiliary
x1 Purple Shield Distribution Officer
Step 3. Key binds to make healing easy
Copy and paste each key bind separately to your chat bar or load them in a file if you are smart with key binds
/bind 1 "Target_self $$ +TrayExecByTray 6 0 $$ +TrayExecByTray 6 1 $$ +TrayExecByTray 6 2 $$ +TrayExecByTray 6 3 $$ +TrayExecByTray 6 4 $$ +TrayExecByTray 6 5"
/bind 2 "TargetTeammate 1 $$ +TrayExecByTray 6 0 $$ +TrayExecByTray 6 1 $$ +TrayExecByTray 6 2 $$ +TrayExecByTray 6 3 $$ +TrayExecByTray 6 4 $$ +TrayExecByTray 6 5"
/bind 3 "TargetTeammate 2 $$ +TrayExecByTray 6 0 $$ +TrayExecByTray 6 1 $$ +TrayExecByTray 6 2 $$ +TrayExecByTray 6 3 $$ +TrayExecByTray 6 4 $$ +TrayExecByTray 6 5"
/bind 4 "TargetTeammate 3 $$ +TrayExecByTray 6 0 $$ +TrayExecByTray 6 1 $$ +TrayExecByTray 6 2 $$ +TrayExecByTray 6 3 $$ +TrayExecByTray 6 4 $$ +TrayExecByTray 6 5"
/bind 5 "TargetTeammate 4 $$ +TrayExecByTray 6 0 $$ +TrayExecByTray 6 1 $$ +TrayExecByTray 6 2 $$ +TrayExecByTray 6 3 $$ +TrayExecByTray 6 4 $$ +TrayExecByTray 6 5"
/bind Space "+TrayExecByTray 3 0 $$ +TrayExecByTray 3 1 $$ +TrayExecByTray 3 2 $$ +TrayExecByTray 3 3 $$ +TrayExecByTray 3 4 $$ GenSendMessage HUD_Root FireAll$$ +Power_Exec Distribute_Shields"
/bind z "genbuttonclick powerlevel_preset_0$$ +Power_Exec Distribute_Sh
/bind c "genbuttonclick powerlevel_preset_3$$ +Power_Exec Distribute_Shields"
Step 4 Power Trays
Set your powers up in this exact Order for trays 4 and 7 see this picture
http://img803.imageshack.us/img803/2204/traypowers.jpg
Set up your trays 1 ,2 and 3 as you like so you can access the rest of your captain powers.
Step 5 Quick how to Guide Basic Cross Heals
your 1 to 5 keys are now set up to auto target team m8's and use the heals on tray 7
The 1 key heals you the 2 key heals team m8 1 and so on
You will still have to manually extend your allies and dont worry about scramble anymore target team binds don't miss.
Remember your healing is more powerful with the Power to Auxiliary healing Doff
Step 6 Quick Tanking Tips
This recluse carrier can shield and hull tank but lets focus on shield tanking tips
You should have just over 40% passive all damage resist with 3 Neutronium's
Use power to shields 3 ,TSS2 and Rotate Shield Frequency (Scattering Field as Sci) as Primary Shield Tanking in this order.
Power to Shields 3 then TSS2 When Power to Shields is about to end Use Rotate Shield Frequency (Scattering Field as a Sci Captain) to spread out your shield DMG reduction ability's.
For Secondary Shield tanking use your 2 RSP's and Brace for impact with the proc
Try to space it out like this so you don't run out of heals.
Like this
1 Hit Brace For impact for shield Regen
2 30 secs later Use RSP
3 30 secs later BFI is ready again
4 30 Secs another RSP is good to go
Step 7 Power Levels
You will only really need 2 power presets the key binds i listed lets u switch power levels with the z and c key.
Side Note The x key has been set to assist this means pressing X will jump to your targets target and can be useful when working out who is shooting what.
I recommend using these power settings i only use power Preset 1 and 4 (Weapons and Balanced settings)
Preset 1 25/25/100/50
Preset 4 25/25/50/100
I use full aux when healing and full engines when maneuvering and when begin shot at
Step 8 Go Heal PPL
Hope that's all you need contact me if you need help or clarification.
@Smeagolsneak
Unfortunately, of all your suggestions, this is the one I cannot do, because I've long since opened the Recluse on my sci.
And I look forward to talking later, Sargon.
EPtS 1, EngTeam 2, Extend Shields 2
EPtS 1, EPtAux 2, RSP 2, Aux to SIF 3
HE 1, ST 2, TSS 3
HE 1
TacTeam 1
I'd use ET 3 and RSP 1, but... my Eng can't train ET 3 for some reason.
The basis would be the 15 sec ST3, like smeagol suggests. This in fact a must have for every healer.
I have a nice keybind in which you use the F-buttons to distribute quick heals to your team mates. I use it with all my builds, even the escorts.

Hey, man. I can train Eng Team 3 for ya.
Hit me up at @SnogE00F.
Thanks for the offer... but I kind of ended up liking it this way :P
13 seconds of RSP is nice because I can chain it with RSF to almost a full minute of ultra high defenses. And by then, I'm rocking full stacks of the Elite Shield resists. So it works out nicely.
And besides, ET2 is around 12k for me. ET3 should be at 15k, but that's just overkill.
