2. Other than bioneuro gel packs and gleki (sp?) type bio ships there's no healing in space. Besides KDF are made to hit and run. If you aren't disabling/debuff/or killing you should be waiting or withdrawing. Remote repairs go at the bottom of the list.

hehe, i see what you mean,,pretty much common sense questions which im assuming you are aggravated with because of pugs/noobs playing in the arena?
#1 less than,,,your whole team should play an equal part for full strength team,,,but one is not greater than 5.
#2false obviously,,,i will admit i tend to haul TRIBBLE when about to be killed cause in pugs half the healers dont even pay attention and attempt to heal,,,premades i never run from healer,,pugs if i find one who actually uses their heals on team i try to stick close.

1 is dynamic. It's a variable. Don't think of it as a number - it's a variable. Think of it like you would X, Y, Z, etc, etc, etc.
