this usually happen when stuff is not released for community testing. Had their been tests, people would told that it is overpowered, and it could have been fixed before rolling to production.

But since it has not bee tested properly and rolled in production so people bought it after hearing stats from the "first batch of buyers". Hence, when there were complains about the product being overkill then PWE decided to nerf it (for sake of balance) which meant unsatisfied customers.

Might not a bad idea if they learn some from Digital Combat Simulator community and how do they testing, and how do they pick testers from the community.

The fix is mostly because of PvP, yes, they complain, yes it was really ridiculous how it worked. They also are fixing the cyro pulsewave to eliminate one shots, and are working on a change to ground pvp to reduce the fragility of players.

Up until recently all the PvP game breaking changes have been left to rot and ruin things, they are being addressed, but there are a lot of issues and it will take time for them to fix all of the issues. Hopefully this is a sign that once the major power issues are addressed they can start to tweak the systems for better balance.
