The Duty Officers are sentient. The combat pets are not.
I don't see it that way. They're as sentient as a Tactical Team, or the guy who pushes the button to fire that Orbital Strike for you; they just don't stick around. That's game mechanics, not a sign the Exocomps are lobotomized, any more than the Tactical Team are.

This is not about the in-game version of Exocomps. I'm looking at them from a lore perspective and figured this forum was more appropriate than Ten Forward. I've checked Memory Alpha and there is not much about them so I was hoping to pick the brains of the community

Well, sort of. "bees" implies hive mind, and I don't believe we know what their society has evolved into; but yeah, they were created to be astromech droids basically, and they evolved sentience. Now at least some of them have joined Starfleet to help in the war effort, but don't appear to have any at advanced rank; indeed, we don't know what their ranks are. They may simply be enlisted personnel, or some may have advanced to commissions; who knows?

I'm trying to justify in my head Exocomps as pets. Maybe they are more like "best friends"? You know, like R2-D2 may be an Astromech droid but he is also a companion to Luke Skywalker (or C-3PO) specifically, yet is also "himself" (I'm assuming R2 is a dude).

Makes sense to me. As far as their status as "pets", I would say that depends on their intelligence. If they're at the same level as a cat/dog/war targ, that seems more "pet"-like to me. As depicted in the TNG episode "Quality of Life", this seems about right; however they may well have evolved since them.
Or just mount the normal non-sentient drone Exocomps with something bigger than a peashooter and launch 'em five or ten at a time from a shuttle bay. 'course, it would be easier just to pre-program shuttles and fighters for the same job.
I just wish the Exocomps had their cute lil' feet.
