This morning, I took my Fed captain out of retirement and played a couple of ESTFs space rounds. I had a solid impression that the alert status was shorter than it ever felt on any of my non-BOP ships from the KDF side (meaning that I could cloak faster with the Defiant than, for instance, the Torkaht).
Can someone test this and tell me if it was just an impression?
I don't think so as I was in ESTF last night in my defiant and have been playing my Kdf toon as well. You can cloak faster in BoP as for the battle cloak.

I wasn't talking about the battlecloak of the BOPs since you can cloak when the alert status is still up. I was talking of the regular cloak (Raptors, etc.).
More directly: Does the Defiant cloak console have a hidden feature that shortens the uptime of the alert status as opposed to normal KDF cloak?
AFAIK Red Alert is a fixed amount of time from the last aggressive act (either by you, or against you), so everything with a normal cloak will regain the ability at the same rate.
You could probably test it in a friendly PvP, take your Tac Escort Retro against a Raptor, one of you fire a shot at point blank range (so there's no time discrepancy caused by the time between the shot and the hit), cease fire, and then both cloak as soon as you can. You SHOULD both cloak at the same time, give or take half a second to account for user error/reflexes/lag etc.

Definat does not have a battle cloak like all other Kdf ships except those that don't come with it.

No, they can't. Only battle-cloaks can cloak under red alert. Raptors don't have battle-cloaks.
Really? All the ships have the ability, except those that don't... that kind of goes without saying
